The grand alliance of Rashtriya Janata Dal, Indian National Congress, Vikassheel Insaan Party and Communist Party of India (ML) has released the manifesto for Bihar elections 2025. The manifesto was released in Patna on Tuesday, 28 October 2025.
In this manifesto, the Grand Alliance has made a big promise regarding jobs in Bihar. Jobs and employment have been discussed in 14 points in the manifesto of the Grand Alliance.
1. As soon as the India Coalition government is formed, within 20 days an Act will be brought and a decision will be taken to provide a government job to at least one member of every family in the state. Within 20 months, implementation of the roadmap to provide jobs to every family will begin.
2. More than 1.25 crore (1,25,00,000) jobs will be created during the tenure of the government.
3. A consistent domicile policy will be implemented to ensure priority for residents of Bihar in employment.
4. Graduate and post-graduate youth will be given unemployment allowance of ₹ 2,000 and ₹ 3,000 per month.
5. Contract employees will be made permanent in a phased manner.
6. Initiative will be taken to regularize the services of all Shiksha-Mitras, Tola Sevaks, Talimi Markaz and Vikas-Mitras and give them the status of government employees.
7. Outsourcing system will be abolished.
8. Skill-based employment will be created in the sectors of IT parks, healthcare, agro-industry, food processing, renewable energy, logistics, manufacturing and tourism.
9. Bihar Job Connect App will be launched, in which real time job listing, skill matching and direct connection with employers will be available.
10. Minimum stipend will be ensured for internship in government institutions.
11. Examination form fee for the candidates will be abolished.
12. 300 employment opportunities will be created under MSME in every Panchayat.
13. There will be a complete ban on corruption, paper leak in examination, discrimination on merit and other irregularities in recruitment on government posts.
All these cases will be investigated at a high level and the culprits will be punished.
14. Electricity Manpower and Aapda Mitras will be given the status of regular employees.
