Describing the ‘double engine government of the National Democratic Alliance (NDA)’ as necessary for the progress of Bihar, Prime Minister Narendra Modi on Monday (November 03, 2025) accused the Rashtriya Janata Dal (RJD)-Congress alliance of indulging in the politics of corruption and appeasement.
Addressing an election rally in Katihar, the Prime Minister said, ‘Your one vote will make Bihar prosperous. Once again, good governance government in Bihar. Targeting Congress and RJD, Modi said, ‘RJD has made Congress leaders ‘dwarfs’. Even the pictures of Congress leaders are missing on RJD posters. There is internal strife going on in both the parties.
‘Congress insulted Chhathi Maiya to make RJD win’
The Prime Minister said that the famous leader of Congress insulted Chhathi Maiya to make RJD win. Not only this, Kerala Congress leaders compared the people of Bihar to ‘beedi’, this is very shameful. The governments of Congress ruled states or its allies have failed to provide permanent houses to the poor. It is the double engine NDA government that is showing the path of development. We have started ‘Drone Didi’ scheme for the empowerment of women in Bihar.
Taking aim at his political rivals, Modi said, ‘One is the most corrupt family of the state and the other is the most corrupt family of the country. Both of them together loot the money meant for the poor. Modi alleged that attempts were made to bring about demographic change in districts like Araria, Kishanganj, Purnia and Katihar.
‘Grand alliance wants to give free ration to infiltrators’
He said, ‘They (RJD-Congress) want that free ration should be given to the infiltrators and not to the original residents of Bihar. We will not allow infiltrators to capture the resources of Bihar and the country. Congress and RJD are ‘hard and fundamentalist’. This is why they opposed the Triple Talaq law and are now talking about abolishing the Waqf Act, because they have surrendered to fundamentalism.
The Prime Minister said, ‘Katihar was once considered a punishment posting for government employees. Earlier it was a backward district, but our government has made it an aspirational district. Earlier, in the election meeting in Saharsa, the Prime Minister made a scathing attack on the opposition Rashtriya Janata Dal (RJD) and Congress and said, ‘National Democratic Alliance (NDA) is the symbol of development, while RJD-Congress are the symbol of destruction.’
Good governance government will be formed again in Bihar
Modi said, ‘New and first-time voters should vote for the bright future of Bihar. NDA government will be formed with the votes of the youth who voted for the first time and Jungle Raj will be defeated. Bihar is moving rapidly on the path of development, this pace should not stop. Once again a government of good governance will be formed in Bihar. He said that the aspirations of the youth will be fulfilled and it is our resolve that the youth of Bihar get employment in Bihar itself.
Congratulating the Indian women’s cricket team for its historic victory, the Prime Minister said, ‘We should respect our daughters. This victory is a symbol of the confidence of our daughters. He said that today there are about 87 lakh startups in the country in which women are heads or partners.
PM Modi’s message to the daughters of Bihar
Taking aim at the opposition, Modi said, ‘Some people do not respect our daughters. Under the Pradhan Mantri Awas Yojana, our government ensured that most of the pucca houses are given in the name of women. He called upon the women and daughters of Bihar to be cautious of the jungle raj people who want to close these facilities.
The Prime Minister said that the people of Bihar had rejected RJD in the 2005 assembly elections, but after the defeat, they decided to take revenge from the people. He alleged, ‘The then United Progressive Alliance (UPA) government had stopped the development of Bihar. Now the public should teach them a lesson.
NDA worked for permanent solution to floods
Modi said that his government restarted development works in Bihar and released adequate funds from the Centre. In the same sequence, he said, ‘The country’s longest bridge is being built on Kosi river. Congress and RJD never realized the pain of Kosi region. Our government has started work for a permanent solution to floods.
The Prime Minister said that the government has constituted ‘Makhana Board’ so that the makhana of this region reaches international markets. Taking a dig at the opposition, the Prime Minister said, ‘In the dictionary of RJD and Congress, there is only ‘Katta’, cruelty, corruption and misgovernance. He has learned all this in ‘Jungleraj Ki Pathshala’.
Police was also unsafe during RJD rule
He reminded that even the police was not safe during the RJD rule. Saharsa DSP Satyapal was murdered only because he had taken action against law breakers. He said, ‘At that time there used to be murders of contractors and there was a market for crime and kidnapping.’
Modi said that today work is being done on roads, airports and big infrastructure projects in Bihar, but RJD and Congress do not like all this. The Prime Minister said that soon the manufacturing of electric vehicles and mobile phones will start in Bihar, due to which this region will become a big center of ‘Make in India’.
PM Modi called Congress-RJD an alliance of compulsion
Referring to Nalanda University, Modi said that the Congress government had given only Rs 20 crore for its redevelopment, whereas we spent Rs 2,000 crore and today students from 21 countries are studying in Nalanda University.
Modi said that Congress never considered the RJD leader as the chief ministerial candidate, but now they are contesting the elections under his leadership. He called it an alliance of compulsion. He said, ‘I urge all the people who have come to perform Chhath Puja to return to their places of work only after voting. The future of Bihar will be decided by your vote.
PM Modi spoke about opposition’s foreign travel
Modi said, ‘We are re-establishing the lost glory of Bihar, but Congress and RJD want to protect the infiltrators. It is necessary to save Bihar from infiltrators. Accusing the opposition of religious insensitivity, he said, ‘The ‘royal families’ of RJD and Congress celebrate foreign festivals, but call Chhath Puja as ‘drama’. He also has a problem with Lord Ram. He travels abroad, but is unable to find time to visit Ram temple in Ayodhya.
