Teachers of government schools in Bihar often had to face delays in getting their salaries. Many times the salary did not come for two weeks, due to which it became difficult to manage the household expenses. Family needs, children’s education, medical expenses, everything was affected. The biggest reasons for the delay were irregularities in the paper process, incomplete absence report and not timely advice to the bank. That is why for a long time teachers organizations were demanding from the government that the date of salary payment should be fixed, so that they know every month on which day they will get the salary. Now finally the Bihar government has taken a big decision in this direction. By issuing a new SOP (Standard Operating Procedure), it has been ensured that all the teachers of the state, regular, employed, madrasa, Sanskrit schools and night guards, will get their salary on the first date of every month.
When did teachers get salary earlier?
Earlier there was no fixed date of salary in Bihar. In most cases, teachers received their salaries between the 5th and 10th of the month or sometimes even later. In many districts the salary used to get delayed till after the 15th. The reason for this was that in every district the files sometimes reached the treasury early and sometimes late.
Now why did the rules change?
The government has given many special reasons behind changing the rules. For example, for a long time teachers were complaining about not getting their salaries on time. Now every department will have to complete its work on the scheduled date. If the amount arrives on the first day of every month, then household expenses will be covered on time. The work will be done within the stipulated time limit, hence departmental negligence will also be reduced. Earlier, salaries of Madrasa, Sanskrit or employed teachers were often received much late. Now this gap will end.
Now how will the new rule be implemented?
The government has decided the entire process as to which work will be done on which day. This SOP is applicable to all government and aided schools. The government has decided that from 20th to 25th, the details of teachers’ presence/absence will be sent to the District Education Office (DEO). After this, on 25th to 26th, DPO (Establishment) will prepare the salary sheet and send it to the treasury and then on 30th, the treasury officer will approve the salary. Meanwhile, from 26th to 29th, the District Education Office gives all the necessary data to the bank. This work should be completed before the 30th. After this, as soon as the month starts on the 1st, the money will reach the bank accounts on the 1st itself.
