Amidst the huge controversy across the country regarding the new rules of UGC, Union Minister Dharmendra Pradhan said that no one will be discriminated against. He said that no one will be allowed to misuse it, whatever happens will be as per the Constitution of India. He said, ‘UGC is a responsibility of the Government of India and the State Government. No one will be harassed or tortured.

The Union Education Minister said, ‘Whatever arrangement will be made in India will be within the scope of the Constitution. This issue is currently under the supervision of the Supreme Court. Many leaders and organizations have expressed skepticism regarding the new rules of UGC. On this doubt, Union Education Minister Dharmendra Pradhan says that he assures everyone that no one will be discriminated against and no one will be able to misuse this law. He reiterated that the aim of the government is to make the higher education system more transparent, equitable and accountable.
Government will ensure that injustice does not happen: Dharmendra Pradhan
UGC believes that the purpose of the new rules is to increase the quality in educational institutions and protect the rights of all stakeholders. Dharmendra Pradhan said that the Central Government will ensure that injustice is not done to any class, community or individual. UGC officials say that no one will be harassed due to the implementation of the rules. He assured that the interests of students, teachers and educational institutions will remain paramount and the path of dialogue will remain open to remove all apprehensions.
A petition has been filed in the Supreme Court challenging the recently issued rules of the UGC, alleging that it adopts a non-inclusive definition of caste-based discrimination and excludes certain categories from institutional protection.
UGC case reached Supreme Court
The petition states that Rule 3 (C) of the UGC’s recently notified Promotion of Equality in Higher Education Institutions Regulations, 2026 is non-inclusive and does not provide protection to students and teachers who do not belong to the reserved category. The petition filed by Vineet Jindal has criticized these regulations on the grounds that caste-based discrimination is strictly defined as discrimination against members of Scheduled Castes (SC), Scheduled Tribes (ST) and Other Backward Classes (OBCs).
