Amidst the anger across the country regarding the new rules of the University Grants Commission (UGC), students also protested in Delhi University (DU) on Wednesday (January 28). About 50 students gathered near the Faculty of Arts in North Campus and demanded the UGC to withdraw these rules completely.

The protesting students say that the University Grants Commission (For Promotion of Equity in Higher Education Institutions) Regulations, 2026 are not only vague but also have many serious flaws.
Terming these rules as discriminatory and divisive, the students alleged that instead of promoting equality, this system could give rise to new forms of discrimination on campuses.
Memorandum submitted to Proctor’s office
The students submitted a memorandum to the Proctor’s office of Delhi University regarding their demands. The memorandum said that this new structure of UGC claims to eliminate discrimination, but in reality it may further increase the gap between students and teachers.
Students say that the language of the rules is not clear and can be implemented in different ways, which increases the scope for arbitrariness.
No sensitivity, differences will increase
Students involved in the protest said that the new rules were expected to increase sensitivity and mutual understanding on campus, but these rules could have the opposite effect. He believes that such policies will deepen the already existing social and educational differences.
The students demanded that the UGC should hold open talks with students, teachers and the university administration before implementing any new rules. He says that the rules made without understanding the ground reality will weaken the education system instead of strengthening it.
At present, the students have made it clear that if their demands are not heeded, then the movement can be further intensified in the coming days.
