An order of the School Education Department in Chhattisgarh had created a stir in the education world for a few days. This order was issued on February 3, in which it was said that except the board examinations of 5th, 8th, 10th and 12th, local examinations of all other classes will be conducted through the District Education Officer i.e. DEO. This decision spread resentment among private school operators and the voices of protest became louder. After increasing pressure, the department changed its decision within 24 hours and gave relief to private schools.
The Directorate of Public Instruction (DPI) had issued a notification on 3 February. It was said that the Education Department will conduct local examinations in all the schools of Chhattisgarh. This order was not limited to government schools only, but was also implemented on aided, non-government i.e. private schools and Swami Atmanand schools. According to the order, annual examinations were to be conducted between March 25 and April 10, 2026 and there were instructions to declare the results by April 30. For this, there was also talk of forming a steering committee, question paper making committee and moderation committee at the district level.
Why were private schools angry?
Till now, private schools recognized by Chhattisgarh Board have been conducting their own examinations. Schools had already started preparing for the exam. In such a situation, suddenly changing the method of examination in the last month of the session became a cause of trouble for both schools and students. Private school operators said that this would increase mental pressure on children. They will have to appear in the examination in the new pattern and system, whereas the preparation has been done in the old way.
The association raised its voice
After this order, Chhattisgarh Private School Management Association came forward. Association President Rajiv Gupta and Secretary Moti Jain wrote a letter to the Director of Public Instruction demanding cancellation of the order. The association said that there is no provision for conducting such local examination in the Right to Education Act i.e. RTE Act. Apart from board exams, other exams come under the autonomy of schools. In such a situation, this order of the department affects the independence of schools.
Questions on syllabus and assessment
Private schools also raised the issue that many schools teach subjects which are not part of the government syllabus. There was no mention in the order as to who would take the examination of these subjects. Apart from this, it was said that the examination would be conducted without a clear syllabus and blueprint, due to which there was a possibility of increasing stress among the children. Schools said that before the examination, children should be clear about what they have to study and how questions will be asked.
Controversy regarding books also
Amidst this whole matter, another thing came to light. According to the Textbook Corporation, 1784 private schools of the state had not taken SCERT books in this session. These schools were imparting education from the books of private publishers. In such a situation, if the education department itself had conducted the examination, the problems for these schools would have increased further. Because the basis of studies and examination would be different.
Decision changed due to warning of agitation
The private school association had clearly said that if the order was not withdrawn, they would agitate. The association had given three days’ time to the government, but in view of the increasing opposition and pressure, the Directorate of Public Instruction issued a new order within 24 hours.
What changed in the new order
In the new order issued on February 4, private and aided schools were exempted from the old order. This means that now these schools will be able to conduct their own examinations like before. Only Swami Atmanand schools have been mentioned in the new order. For the remaining schools, the decision to conduct examinations through DEO has been withdrawn.
