If you are thinking of taking your vehicle from one state to another, then you must have heard about NOC i.e. No Objection Certificate. Till now inter state vehicle transfer in India is considered a long and somewhat difficult process. People have to make several rounds of RTO (regional transport office), submit a lot of documents and even have to wait for weeks. However, now there is a possibility of a big change in this entire system.

NITI Aayog and Ministry of Road Transport and Highways are working on simplifying this process. If the new proposal is implemented, vehicle transfer may become easier and faster than before. In such a situation, let us know how important it is to take NOC if you are driving your car in another state and what are the rules for it.

What is NOC and how important is it to take NOC?

NOC i.e. No Objection Certificate is a document which proves that there is no dues of any kind on your vehicle. This may include road tax, challan or any legal matter. If you want to take your vehicle from one state to another and register it there, then first you are required to obtain NOC from the RTO of the old state. Without NOC the new state does not register your vehicle. This certificate is a proof that there is no road tax outstanding on your vehicle, no challan or legal case is pending and the vehicle is completely clear. Unless NOC is obtained, the new state does not accept the registration of your vehicle.

what are the rules for this

If you are taking the vehicle to another state for more than 12 months, then NOC is necessary. Apart from this, NOC is also necessary when you want to re-register the vehicle. NOC is also necessary while selling or transferring the vehicle to another state. To get NOC you have to submit some important documents. Like- Registration Certificate, Vehicle Insurance, Pollution Certificate, Identity Proof, Address Proof, Form 28. RTO issues NOC only after examining all these documents. NOC usually remains valid for 6 months. Within this period you have to register the vehicle in the new state. On permanent transfer to another state, you have to pay new road tax.

What can change now?

The government is planning to make this process easier. The data of most of the vehicles in India is already present in a digital system (VAHAN). If the new system is implemented, the complete information of the vehicle will be checked online, the tax and challan status will be known immediately, the need for physical NOC can be eliminated. With this, vehicle transfer will become completely online and faster.
