During the British rule at that time, a need was felt to develop a systematic examination system for the appointment of qualified candidates to government posts. After this, in 1854, a committee was formed under the chairmanship of Lord Macaulay, which worked on giving shape to the competitive examination system.

In the years that followed, many reforms were made to make the recruitment process in government services more transparent and systematic. In this sequence, under the Government of India Act, 1935, provision was made for the formation of Federal Public Service Commission and State Public Service Commissions. This system later became the basis of the Union Public Service Commission (UPSC) and various State Public Service Commissions in independent India.
