The idea of government appointments through competitive examinations in the country first came up in the year 1853. During the British rule at that time, a need was felt to develop a systematic examination system for the appointment of qualified candidates to government posts. After this, in 1854, a committee was formed under the chairmanship of Lord Macaulay, which worked on giving shape to the competitive examination system.
In the years that followed, many reforms were made to make the recruitment process in government services more transparent and systematic. In this sequence, under the Government of India Act, 1935, provision was made for the formation of Federal Public Service Commission and State Public Service Commissions. This system later became the basis of the Union Public Service Commission (UPSC) and various State Public Service Commissions in independent India.

When was BPSC formed?
Bihar Public Service Commission (BPSC) was established on 1 April 1949. At that time this commission came into existence by separating from the Joint Commission working for the states of Orissa and Madhya Pradesh. It was formed under Section 261(1) of the Government of India Act, 1935.
However, BPSC could get real constitutional status after the implementation of the Indian Constitution on 26 January 1950. Under Article 315 of the Constitution, provision for Public Service Commissions has been made for the Union and the States. Under this provision, Bihar Public Service Commission functions as a constitutional body.
Where was the headquarters before?
In the initial days of establishment, the headquarters of BPSC was located in Ranchi, because at that time Ranchi used to be a part of Bihar state. Later, the state government decided to shift the headquarters of the commission from Ranchi to Patna. After this, on March 1, 1951, the headquarters of BPSC was officially shifted to Patna.
Who was the first chairman?
The first chairman of Bihar Public Service Commission was Rajandhari Sinha. At the same time, Radha Krishna Chaudhary became the first secretary of the commission. Both these officers played an important role in establishing the initial functioning of the Commission and developing it into an effective recruitment body. At present the Chairman of Bihar Public Service Commission is Parmar Ravi Manubhai. He assumed charge on March 16, 2024 and is currently leading the commission.
