Bad news is coming for thousands of candidates who have dreamed of becoming teachers in Bihar and have got jobs. It has been decided to terminate the services of those teachers reinstated in government schools under the third phase of teacher appointment (TRE-3) in the state, who had done the 18-month D.El.Ed course from NIOS (National Institute of Open Schooling). The Education Department has issued official instructions in this regard to all the District Education Officers (DEOs) of the state. This decision of the government has created a stir among those teachers who were teaching children in schools on the basis of this qualification.
Director of Primary Education sent letter to all the districts
This action started after a letter issued by the State Director of Primary Education. The Education Department has made it clear that ignoring the rules will not be tolerated at any cost. In this letter sent to all the district education officers, it has been clearly stated that the documents of all the teachers who were appointed under the TRE-3 recruitment held in the year 2024, should be re-checked. During investigation, if any teacher is found who has obtained this job by doing only 18 months D.El.Ed course from NIOS, then his service should be terminated with immediate effect.
Advertisement terms and conditions cited
The Education Department has cited the recruitment rules and advertisements in its order. It is written in the letter that in paragraph 2B (four) of Advertisement No. 22/2024 (TRE-3), it was clearly written that as per the order issued by the Education Department on December 7, 2023, the 18-month D.El.Ed course given by NIOS will not be considered valid for appointment to the post of school teacher. This condition was already added in the advertisement, so the department is now fully prepared to take action against teachers who violate these rules.
How will the service of teachers end?
The Education Department has not only given orders to the District Education Officers, but has also asked them to complete the entire process as soon as possible.
- Recognition of teachers: First of all, the education officers of all the districts will check the documents of the teachers appointed in the schools of their respective areas and will make a list of those who have done the 18-month course from NIOS.
- Prescribed Legal Process: Instead of removing these teachers directly, they will be removed as per the prescribed rules and legal procedure, so that there are no legal hurdles later.
- Instructions for sending instant report: After completing the action, the district education officers will have to submit its complete report to the headquarters of the education department.
How many teachers will be blamed?
The biggest question after this order is that how many teachers are there in Bihar whose jobs are now in danger? Even the education department does not have the answer to this. Officials say that reports are being called from all the districts. Accurate data will be available only after all the district education officers submit the investigation reports of their respective districts to the education department. Let us tell you that this order did not come overnight, rather its process was already going on. This order was issued to the district education officials on June 22 with the signature of the then Primary Education Director Vikram Virkar, which is now being implemented.
