Before the beginning of the monsoon session of Parliament, the Joint Parliamentary Committee (JPC) constituted on the bill proposed by the Central Government regarding the 130th amendment to the Constitution, was to accept its final report in the meeting held on Friday (July 17, 2026), but due to lack of consensus among the JPC members, the decision to accept the final report has been postponed for the time being.
According to Joint Parliamentary Committee (JPC) Chairman and Bharatiya Janata Party (BJP) MP Aparajita Sarangi, there is a need for further discussion on the proposed bill and the discussion on this bill will continue in the committee.

In the meeting chaired by Aparajita Sarangi, Chairperson of the Joint Parliamentary Committee (JPC) constituted on the 130th Constitutional Amendment Bill, officials of the Union Home Ministry and the Union Ministry of Law and Justice answered various questions raised by the members.
All the members of the JPC were given detailed information by the officials about all the questions related to the bill and what effects it would have. According to sources, after this, when it came to accepting the report, all the members demanded clause by clause voting. After this it was decided that a consensus could not be reached regarding the report of the proposed bill and there was a need for further discussion on the bill.
The bill was sent to JPC after opposition opposition in Parliament
When the bill was brought in the Parliament by the Central Government, almost all the opposition parties opposed it. Opposition parties believed that the government could misuse it to destabilize the governments of opposition parties. After that this bill was sent to JPC for detailed discussion.
However, even after sending it to JPC, many opposition parties including Congress, TMC and Samajwadi Party did not join JPC. JPC Chairman Aparajita Sarangi said that even though many political parties had not joined JPC, JPC had sought suggestions from those parties also.

Now JPC has suggested many important changes regarding the bill. The committee says that instead of ‘removal’, there should be only a provision for suspension, so that the leader can resume his post after getting relief from the court. Apart from this, instead of all the crimes punishable with a punishment of five years, a fixed list of only serious crimes should be made. Also, sunset clause should be added, that is, the suspension should automatically end as soon as the person is acquitted by the court.
In the JPC meeting held on Friday (July 17), the committee was to accept the draft report, but due to lack of consensus even after having most of the NDA members in the JPC, the JPC decided that there is a need to further discuss the draft. Most of the opposition parties are still not in agreement about this bill and the government is currently more focused on passing the Women’s Reservation and Delimitation Bill. In such a situation, the government also needs the support of many opposition parties to get two-third majority.
