No, it is not necessary to pay service charge. According to CCPA, hotels or restaurants cannot force people to pay service charges. If this charge has been added to the bill and you do not want to pay it, you can ask the restaurant to remove it. The restaurant cannot refuse to serve you food just because you have refused to pay the service charge.
