Now the dream of becoming a pilot in India is going to be easier than ever. Taking a major step, the central government has given the right to conduct the Radio Telephone Restricted (RTR) examination to the Directorate General of Civil Aviation (DGCA). Earlier this examination was conducted by the Department of Telecommunications, but now the pilots will not have to visit two different government agencies.
Now DGCA has responsibility for RTR exam
According to the new rule, now the DGCA will release the Commercial Pilot License (CPL) as well as the RTR certificate itself. This will bring transparency, speed and ease in the process of becoming a pilot. While sharing information about this change on social media, Union Civil Aviation Minister Ram Mohan Naidu said that this decision has been taken under the Indian Airport Act 2025, which has come into force from 1 January 2025.
Dual agency’s mess is over
Till now the pilots had to take the commercial pilot license from DGCA and the Wireless Planning and Coordination (WPC) wing of the RTR Certificate Telecom Department. But now both this exam and certificate will be found in the same place i.e. DGCA. This will reduce the procedural obstacles in the way of becoming a pilot for the youth and will be able to fly their career easily.

New RTR rules will be implemented soon
Minister Naidu informed that the new RTR rules will be notified within 6 months. He also informed that a single-window system will be implemented, so that the entire process of certification will be completed on the same platform. This change can prove to be historic for the Indian aviation sector.
Who gives RTR exam?
The RTR examination is mandatory for pilots, air traffic controllers and other aeronautical radio operators. This exam is required to operate radio communication equipment associated with aircraft and air traffic control. Till now this examination was conducted under the Department of Telecommunications, but now the DGCA will take responsibility for it itself.
Attractions will increase for youth
This step is expected that more and more youth will now be motivated to make a career in the aviation sector. Where the earlier two agencies used to get upset due to the complex process, now everything under the same department will give them relief.
