India does not give permission to Pakistan, then there is a ban
This decision of the Government of India is part of those efforts that keep politics and sports separate as well as follow the rules of Olympic charter, which talks about inclusion and harmony among the participating countries, irrespective of their political backgrounds. Let me tell you that if India had stopped the Pakistan team from participating in two hockey competitions, it would have to face a ban from the International Olympic Committee.
