When were manual stamps started?
The history of manual stamps is quite old. The British had introduced stamp duty in the year 1694 to meet the expenses incurred during the war. After this, the Stamp Act was enacted in India in the year 1899 and manual stamps were introduced for the first time in India. But later many people started making fake stamps. To stop this, watermarks, microtext and a unique serial number started being made on it and this is how the manual stamp started its journey. This stamp duty used to generate 8 to 10% of the revenue of many states including Madhya Pradesh.
Why was there a need to close it?
The reason behind closing this 126 year old manual stamp is also solid. In fact, in the year 2003, a scam related to stamps came to light, in which a scam of Rs 30 thousand crores was made. Apart from this, the government is also having to bear a lot of expenses because the annual expenditure on its printing, transportation and safety is Rs 34 crore, which is quite high. Apart from this, all the manual stamps available above Rs 100 have been discontinued in the year 2015 itself. At present, stamps available for less than Rs 100 are printed only in Hyderabad and Neemuch presses.
E-stamp will replace it
With the closure of the manual stamp, the new e-stamp will replace it. E-stamp is much better than manual stamp. This is a modern and digitalized version of manual stamp. According to the government, through e-stamp it can be easily ascertained who has purchased the stamp, when, from where and for how much, which will prevent complaints like fake and double selling. In such a situation, the proposal to stop manual stamping has been sent to the state government.
Generate your own e-stamp
Revenue officers say that in e-stamp, people will not need to stand in line in banks or offices to buy the stamp, rather anyone can generate it digitally themselves. This facility was started in 2015 itself. Today very few people know that Madhya Pradesh is the only state in India which issues e-stamps through its own software, whereas this is not the case in other states. In other states, these e-stamps are issued through the third party agency Stock Holding Corporation of India. In this, a person just has to pay money, which is first deposited with the agency and then goes to the state government. Whereas in MP the entire amount goes directly to the government.
