The Telugu Desam Party (TDP) has urged the Election Commission (EC) to give enough time for the special intensive revision (SIR) of the voter list in Andhra Pradesh. The TDP says that it should not be conducted within six months of a big election and the already enrolled voters in the latest voter list should not need to re -establish their identity.
The suggestions made by the Bharatiya Janata Party (BJP) ally to the Election Commission have come amid political controversy over the ongoing SIR in Bihar. Being close to the assembly elections in Bihar, its implementation and in many cases the burden of showing evidence on potential voters has caused criticism of opposition parties.
Limited to improvement and inclusion in voter list
A delegation of the Telugu Desam Party (TDP) told the Election Commission, “The purpose of SIR should be clearly defined and limited to improvement and inclusion in voter list. It should be clearly informed that this practice is not related to citizenship verification and this difference should not be seen in any area instructions.
TDP supported the ‘perception of inclusion’, saying that the voters who are already enrolled in the latest certified voter list should not have to show their eligibility again unless the specific and verification reasons are recorded.
Valid investigation required before removing the name
Citing a decision of the Supreme Court, the TDP said that the inclusion of a person in the voter list in advance creates a perception of his validity and there should be a valid investigation before removing the name. This delegation included Lavu Shri Krishna Deviryu and its state president Palla Srinivasa Rao, the leader of the TDP parliamentary party.
The TDP delegation said, “The weight of the evidence is on the ERO (Election Registration Officer) or the objection, not on the voter, especially when the name is present in the official list.” The TDP delegation met Chief Election Commissioner (CEC) Gyanesh Kumar and Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi.
Give information to the state in advance
The TDP said that Andhra Pradesh will not have assembly elections before 2029, so SIR provides a right opportunity to ensure that voter lists are shown in a fair, inclusive and transparent manner. He asked the Election Commission to start this process in the state soon and emphasized the need for adequate time and advance information for it.
The TDP said, “The process of SIR should be completed within sufficient time to ensure the trust and administrative preparation of the voters, it should not be done within six months of any major election.”
