The latest report of the Association for Democratic Reforms (ADR) has revealed the reality of Indian politics. In this report, it was told that out of 643 ministers of the country, 302 (47%) have declared criminal cases against them. Of these, 174 ministers are accused in serious crimes like murder, kidnapping and crime against women.
This report has come at a time when the Central Government is introducing such a bill in Parliament, in which there is a provision that if the Prime Minister, Chief Minister or any minister is arrested in serious crimes and remains in jail for more than 30 days, then he will have to withdraw from the post. The ADR has conducted this study based on the election affidavit of 27 states, 3 union territories and Union Council of Ministers.
The most criminal cases against ministers of which political parties?
The report shows that the leaders associated with the criminal background are not limited to only one party. There are cases registered against ministers of almost all major parties, which are as follows:
- BJP (BJP): 136 (40%) out of 336 ministers criminal cases, 88 (26%) serious allegations.
- Congress: 45 (74%) of 61 ministers criminal cases, serious offense on 18 (30%).
- DMK (DMK): Criminal charges on 27 (87%) out of 31, serious cases on 14 (45%).
- Trinamool Congress (TMC): Cases on 13 (33%) out of 40, 8 (20%) serious allegations.
- TDP (TDP): Cases at 22 (96%) out of 23, serious offense at 13 (57%).
- You (AAP): Cases at 11 (69%) of 16, serious allegations on 5 (31%).
- Union Cabinet: Criminal cases at 29 (40%) out of 72 ministers.
These figures show that a minister surrounded by criminal cases is not a problem of any one party but a deep challenge of the entire Indian political system.
Where is the minister with the most criminal background?
On analyzing the states, the picture looks even more serious. More than 60% of ministers have criminal cases registered in Andhra Pradesh, Tamil Nadu, Bihar, Odisha, Maharashtra, Karnataka, Punjab, Telangana, Himachal Pradesh, Delhi and Puducherry. Ministers of Haryana, Jammu and Kashmir, Nagaland and Uttarakhand states have informed about no criminal case against them. This difference suggests that in some states politics is completely associated with criminal background, while some states are almost free from it.
The wealth of ministers journey from crores to billions
The report sheds light not only the criminal background but also the financial situation. According to the report, the average assets of ministers present in the country are Rs 37.21 crore. The total assets of all 643 ministers have been estimated at around Rs 23,929 crore. Billionaire ministers are present in 11 out of 30 assemblies.
The list of richest ministers is as follows:
Dr. Chandrashekhar Pemmasani (TDP, Andhra Pradesh) – Assets worth more than Rs 5,705 crore.
D.K. Shivkumar (Karnataka Congress, Deputy Chief Minister) – more than Rs 1,413 crore.
N. Chandrababu Naidu (TDP, Chief Minister) – more than Rs 931 crore.
The top 10 rich ministers include Ministers of Andhra Pradesh, Telangana, Karnataka, Maharashtra and Center, including Jyotiraditya Scindia.
Minimum property minister
According to ADR report, the lowest property list includes the names of the following leaders with property:
Shukla Charan Noatia (Tripura, IPFT) – Property of only 2 lakh rupees.
Birbaha Hansda (West Bengal, TMC) – a little more than Rs 3 lakh.
What does ADR report say?
The ADR has made it clear that the criminal case and property status declared in the affidavit may change between 2020 and 2025. However, this report shows that in Indian politics, the dominance of criminal background and heavy -property leaders remains continuously.
