Union Public Service Commission (UPSC) has made such changes regarding Civil Services Examination 2026, which are going to make the entire process of administrative services more transparent, secure and disciplined in the coming time. Every year lakhs of youth prepare for UPSC Civil Services Examination and dream of joining prestigious services like IAS, IPS, IFS. However, now this path has been decided a little differently than before and with more clear rules.
In the official notification issued on 4 February 2026, UPSC has taken many big and strict decisions regarding service allocation, rules for re-examination and digital security. Especially regarding the system related to IPS, the Commission has made it clear that now there will be no scope for changing the option again and again. The purpose of these new rules is to ensure that the candidates who have been selected in any service do not misuse the system and deserving candidates get the right opportunity.
Now IPS is not allowed to be selected again
According to the new rules of UPSC, if a candidate has already been selected in IPS (Indian Police Service), then he will not be able to opt for IPS again through CSE 2026, that is, now after getting selected in IPS, it will not be possible to try again for the same service. This rule is especially important for those candidates who used to take the exam repeatedly to improve their rank.
Strictness on IAS and IFS officers also
The Commission has also made it clear that the candidates who are already working in IAS (Indian Administrative Service) or IFS (Indian Foreign Service) cannot appear again in the Civil Services Examination. Moreover, if a candidate gets appointed to IAS or IFS before the Mains examination, he/she will not be allowed to appear in the Mains examination.
One last chance for old selected candidates
UPSC has given relief to those candidates who have been selected in any service in CSE 2025 or before. Such candidates will be given one last opportunity to use their remaining attempts in 2026 or 2027. During this period he will not need to resign. This opportunity will be for once only.
New rules for Group A service people
The rules have also been changed for the candidates who get selected in Group A service in 2026, but want to appear for the UPSC exam again. Now such candidates will have to take permission from their department that they are not attending the training. If a candidate neither joins the training nor takes exemption, his/her application for 2026 will be cancelled. If the same candidate is successful again in 2027, he will have to choose only one of the two services, the second service will be automatically considered cancelled.
Hi-tech system to prevent fraud
UPSC has now made AI based facial recognition and Aadhaar verification mandatory to make the examination process secure. Now candidates will have to register on a new four-step online portal. This entire system will be completely linked to Aadhaar. This will prevent fake identity, duplicate applications and fraud in examinations.
