There has been a huge change in the higher education system of the country in the last decade. The new report of IIM Udaipur has made it clear that now the dominance of SC, ST and OBC classes has increased in colleges and universities. Whereas 12 years ago the share of these classes was not even half, now it has increased to beyond 60%.
In comparison, the enrollment of the general category has declined rapidly to only 39%. IIM Udaipur’s Center for Development Policy and Management analyzed All India Survey of Higher Education (AISHE) data from 2010-11 to 2022-23.

The important aspect of the report is that many students of SC, ST and OBC categories are now getting selection on general category seats apart from reserved seats. It is clear from this that the level of education and competition in these classes has increased rapidly.
New question raised on creamy layer
The study included former CJI B.R. There is also mention of Gavai’s statement in which he had emphasized on the need to implement creamy layer in SC/ST category. He said that again and again only the same economically strong families are taking advantage of reservation, due to which the weaker sections are being left behind.
What did the experts say?
Professor Venkata Ramanan Krishnamurthy, associated with the study, says that now the presence of SC/ST/OBC students in higher education has become much more than the general category. This change is visible in every state, every subject and every institution. Co-author Thiagarajan said the issue of the creamy layer has now become more serious. It is most important to provide benefits to the needy students.
General category enrollment continues to decline.
It has been told in the report that enrollment of general category is decreasing in all the states. Many experts believe that this gap may increase further in the coming times.
What is the bigger meaning of this change?
Higher education has now become more inclusive than before. Reserved category students are not only progressing in numbers but are also showing strong presence in merit. The picture of social balance and opportunities may change further in the coming years.
