While the whole country is waiting for this big day, a question is arising that what do the officers do before starting the counting and what is the entire process. Complete security near counting centers
Before the counting of votes begins, security is given the highest priority. There is a three-tier security arrangement at every counting center consisting of local police, state armed forces and central paramilitary forces. There is tight security at every corner from the entrance to the counting hall. Only persons with valid entry passes, such as election officials, observers and authorized counting agents, are allowed inside.
Let us tell you that no unauthorized person is allowed entry. Along with this, the media also has to follow strict clearance procedures. To prevent leaks or tampering, the use of mobile phones, cameras and other electronic devices is completely prohibited inside the counting hall.
Presence of candidates and their agents
Before the counting of votes begins, the Returning Officer ensures that all the contesting candidates or their appointed counting agents are informed in advance. This information is usually given at least a week before the day of counting. These agents act as witnesses to the vote counting process on behalf of their political party. On the day of counting, no work starts unless the agent is present inside the counting hall. This ensures complete transparency.

First of all the officers perform puja at the door of the strong room. Although there is no rule for worship but it is a personal decision. After this the strong room is inaugurated. After voting, electronic voting machines and voter verifiable paper audit trail units are kept in this room.
These strong rooms are monitored 24 hours by CCTV cameras and armed security personnel. On the day of counting, the strong room is opened only in the presence of the candidate and his agent and the entire process is videographed. Before opening the strong room, officials check a special serial number and paper seal on the room. Agents are called to check and confirm that the seal is intact and matches the seal put on the day of voting. After everyone is satisfied, the machines are taken for counting.
Secure transfer of EVM and VVPAT
After completion of verification, EVM and VVPAT machines are taken from the strong room to the counting hall under tight security arrangements. This entire process is carefully documented and recorded. Each machine is placed on a special counting table where there is a complete team of a counting observer, counting assistant and micro observer. These officers are given complete information in advance about their duties and the entire process of counting of votes.
Briefing and deployment of counting staff
A day before the counting of votes, training sessions and briefings are organized for all the personnel involved in the entire process. Supervisors are given instructions on handling EVMs, maintaining records and accurate reporting of results.
Along with this, government officials appointed by the Election Commission usually play a big role. These officers are called micro observers. They monitor every process and every step and if there is any discrepancy, they immediately report it to the supervisor or returning officer.
Breaking the seal and preparation for counting of votes
Before the counting of votes begins, the seal of the EVM is verified and broken in front of the agents. Each machine has a number of paper seals that have to be matched with an official record. Agents are called to double-check these serial numbers and confirm their authenticity. When all agents agree that the seal is intact and matches the polling day data, officials open the machine and begin counting the votes.
