In Bihar, the Bharatiya Janata Party-led National Democratic Alliance accuses the Rashtriya Janata Dal and the Congress of having jungle raj in their previous governments. Now, to get rid of the tag of Jungle Raj, important announcements have been made in the manifesto of the Grand Alliance.

1. The increasing crime in the state will be controlled immediately. Prompt action will be ensured to prevent cases like harassment of women, kidnapping, rape, murder, theft, robbery, cyber crime and communal frenzy and to provide timely justice to the victims.
2. In the first cabinet meeting, a decision will be taken for large-scale recruitment to fill more than 50% of the vacancies (i.e. 1.24 lakh vacant posts) in Bihar Police.
3. The Police Establishment Board will be strengthened and its effective functioning will be ensured so that it is not limited to papers only. With this, transfers, postings and promotions will be based on merit and not due to favoritism or corruption.
4. Fixed tenure will be fixed for the Superintendents of Police (SP) and Police Station Officers (SHO) of the jurisdiction. They will be held responsible for taking cognizance of crimes, preventing them and maintaining law and order. Also, their sensitivity towards the needs of weaker sections will be ensured.
5. To promote community policing, outreach programs will be run in all police stations to open community service registers to settle minor disputes and to establish cooperative and cordial relations between the public and the police.
6. Police intelligence will be strengthened through a two-tier intelligence system at the state and district levels. Under the control of Additional Director General (Officers) at the State level and under Special Branch at the District level. This system will be useful in dealing with caste violence, communal conflict, liquor smuggling, sand mafia, chain snatching and other crimes.
7. Within six months, the number of police patrol vehicles will be doubled, which will include two-wheelers and four-wheelers. This will have a deterrent effect on criminals and will increase public confidence.
8. Strict and immediate action will be taken against notorious elements with criminal tendencies and goon tendencies in the entire state.
9. If any lapse in action against criminals or delay in registering FIR is found, strict action will be taken against the responsible police personnel.
10. CCTV, cyber cell, crime investigation, forensic and tracking systems will be strengthened for crime control.
11. Separate judicial system will be ensured for fast track courts, rural courts, and cases related to Dalit and women oppression.
12. All police stations will be monitored 24×7, linked to NCRB, and modernized.
The SCRB will be linked to regular updates of crime statistics.

13. The State Security Commission will be made strong and fully active so that the police can be kept free from political influence.
14. Strict action will be taken against the corruption prevalent in police stations, circles and government offices.
15. Within three months of the government taking charge, district level superintendents of police and station in-charges will launch a massive campaign to detect illegal arms manufacturing factories. By ensuring speedy investigation of related cases, the culprits will be punished within six months.
16. Training of police personnel will be made mandatory and regularized.
17. Police Commissionerate will be established to ensure effective urban policing in Patna and other major cities.
18. The number of Gram Nyayalayas will be increased for speedy disposal of justice at the police station level.
19. Speedy disposal of all pending government cases will be ensured.
