For the Bihar Assembly elections 2025, the grand alliance of Rashtriya Janata Dal, Congress, CPI(ML) and VIP has tried to woo the most backward castes. The Grand Alliance has promised that if the government comes to power, the Extremely Backward Atrocities Prevention Act will be passed.

1. The law passed by the Legislature to increase the limit of 50% reservation in proportion to the population will be sent to the Central Government for inclusion in the Ninth Schedule of the Constitution.
2. The present 20% reservation in Panchayat and Municipal bodies for the most backward class will be increased to 30%. This limit for Scheduled Castes (SC) will be increased from 16% to 20%, and a proportionate increase in reservation for Scheduled Tribes (ST) will also be ensured.
3. Under the ‘Right to Education Act’ (2010) passed by the UPA government, half of the seats reserved for enrollment in private schools will be earmarked for children belonging to extremely backward, backward castes, scheduled castes and tribes.
4. Under Section 15 (5) of the Constitution, reservation will be implemented for enrollment in all private educational institutions of the state.
5. All Dalit and OBC students will be provided school dress, books, scholarship and hostel facilities.
6. Laws made against exploitation of Dalit society will be strictly implemented. Special for speedy hearing of cases of oppression of Dalits
Courts will be established.
7. ‘Prevention of Backward Atrocities Act’ will be passed.
8. All residential landless people belonging to extremely backward, scheduled caste, tribal and backward class will be provided 3 decimal residential land in urban areas and 5 decimal residential land in rural areas.
9. Benefits of grant-based self-employment schemes will be ensured for the economic upliftment of Dalits and backward classes.
10. Mahadalit, extremely backward and landless classes will be given land lease for collective farming on barren or vacant land.
11. The backlog in the posts reserved for extremely backward, scheduled caste, tribal and backward class will be filled immediately, and the report will be published every year.
12. The concept of “Not Found Suitable” (NFS) will be declared illegal in the selection process for appointments.
13. Along with ensuring the protection of the right to reservation, a resolution will be passed in the Legislative Assembly to implement reservation in the private sector also and pressure will be put on the Central Government.
14. A high-powered Reservation Regulatory Authority will be constituted to oversee reservation, and any change in the reservation list of castes will be possible only with the permission of the Legislature.
15. All matters related to under- or over-inclusion in the list of extremely backward classes will be executed by forming a committee.
16. Concrete steps will be taken for the economic and educational progress of Pasmanda Muslims by bringing them within the ambit of all types of justice.
17. Provision of 50% reservation will be made for Most Backward Classes, Scheduled Castes, Tribes and Backward Castes in government contracts/supply works worth up to Rs 25 crore.
18. Concrete initiatives will be taken towards ensuring reservation-justice for Nishad, Paan, Dhanuk and other deprived castes.

19. Fishermen families will be given assistance of ₹ 5,000 per month per family during the ‘Lean Period’ (restricted period, three months).
20. Fisheries insurance scheme and market availability will be ensured. Fish markets, training centers and grant schemes will be started in every block.
21. Rivers and ponds will be rejuvenated under a coherent reservoir policy, and traditional fishermen will be given priority in allocation.
22. Under the Forest Rights Act, 2006, the right to forest land and its management and by making rules under the PESA Act, the tribal society will be given the right to self-governance at the block and panchayat level.
23. Pressure will be put on the Central Government to immediately withdraw the Forest (Conservation) Amendment Act, 2023, which harms the tribal society and environment.
24. Displacement of tribals and violation of their rights in the name of Tiger Project will be stopped.
