Budget 2026: In a major step to transform India’s health care and pharmaceutical ecosystem, Union Finance Minister Nirmala Sitharaman, while presenting the budget, has announced that the government will set up a large network of more than 1000 accredited clinical trial sites. This step is part of the strategy to establish India as a global biopharmaceutical hub.

Research infrastructure across the country

At present, most of the clinical trials in India are in cities like Mumbai, Delhi, Bengaluru, Chennai and Hyderabad. The objective of this new initiative is to spread research infrastructure across the country. This will make drug development faster and globally competitive.

Biopharma Shakti Mission

At the center of this change is the launch of Biopharma Shakti Mission. For this, a total budget of ₹ 10,000 crore has been kept in the next 5 years. This mission is designed to strengthen domestic capabilities in biologics and biosimilars. Under this mission, advanced medicines will be made rapidly for the treatment of cancer, autoimmune diseases and chronic diseases. Under this mission, the government is planning to create an integrated ecosystem covering research, clinical trials, regulation of manufacturing.

A Clinical Trial Network

One of the biggest announcements under Biopharma Shakti is the creation of more than 1000 accredited Indian clinical trial sites. These sites will not be limited only to metro cities but will also be expanded to states and regions. This will speed up the development of drugs and vaccines, reduce the cost of clinical trials and will also attract global pharmaceutical companies to conduct trials in India.

Expansion of pharmaceutical education and research

The budget has also focused on long-term capacity building. The government will establish 3 new National Institutes of Pharmaceutical Education and Research and upgrade the existing institutes.

Promotion of healthcare infrastructure and medical tourism

Apart from research, a lot of emphasis has also been given in the budget on health care delivery and global reach. The government is planning to set up five regional medical centers in collaboration with the states under the public private partnership model. Apart from this, Heal in India initiative has been launched to also promote the country as a global medical tourism destination by taking advantage of India’s affordable and high quality health care limitations.
