Police Manthan program was organized in Uttar Pradesh to make law and order, policing and judicial process more effective. During this, Chief Minister Yogi Adityanath gave strict instructions to the police and administration. Every aspect was included in his address, from village security to women and child protection, police station management, cyber crime, police training, prosecution, prison reforms and forensics. The CM clearly said that public trust is the biggest strength of the police and strengthening it on the ground is the priority of the government.
Village security gets a new edge
In the concluding session of beat policing, the Chief Minister said that the watchmen posted at the Gram Panchayat level should be effectively linked with the police beat system. Chowkidar is well aware of the social structure and local conditions of the village. With their active participation, crime prevention, timely information and prompt action will be possible.
The CM directed the constables and inspectors of the beat police to create an environment of regular communication, public relations and trust in the villages, so that law and order is strengthened at the grassroots level.
special emphasis on mission power
On issues related to women, child safety and human trafficking, the Chief Minister said that Mission Shakti is not just a program of the police but is the result of the efforts of all the departments. It is necessary to strengthen women’s security at two levels, internal and external.
He said that such an environment should be created in the family and society where women can express their views without fear, while there should be a strong presence of Anti Romeo Squad and Mahila Beat Police in public places, markets and workplaces.
Mahila Beat Police were instructed to hold interactive meetings at the local level and give wide publicity to the toll-free helpline. Also laying emphasis on the training of women policemen, the CM said that today women in UP are feeling more safe, which is a big achievement of the police.
Speaking on police station management, the Chief Minister said that police stations are the backbone of the policing system. Station in-charges should be posted only on the basis of merit and political interference should be kept to a minimum. He said that security arrangements should be as per the need and not as a status symbol.
Under the structural reform, there is a need to deploy about 50 thousand policemen in police stations, develop different modern police station models, parking, barracks and public service spaces for urban and rural areas.
Describing police behavior reform as a central issue, the CM talked about regular counselling, monitoring of the beat system and linking it with ACR, so that accountability can be fixed.
Awareness regarding cyber crime is necessary
Cyber Crime: The Chief Minister said that convenience has increased due to digital transactions, but frauds like fake calls, asking for OTP and account details have also increased. To stop this, a comprehensive awareness campaign should be conducted in collaboration with BC Sakhi, Banking Correspondent, Beat Police and Mahila Beat.
He said that cyber help desks in the state have increased from 2 to 75 and 1930 helplines have been expanded, but its functionality needs to be further strengthened. In future, emphasis was laid on establishment of cyber headquarters and quick response.
Regarding human resource development and training, the Chief Minister said that till 2017, the police training capacity was limited, which has now been increased to about 60 thousand. This is more than a tenfold increase. He directed that the police line should not be considered merely an administrative unit but should be developed as a public awareness centre.
Police museum, traffic park, cyber facilities and educational resources for children should be developed. It was also mentioned about giving priority to quality in promotion and that till now more than 1.55 lakh policemen have been promoted. Appreciating the work of Vama Sarathi, instructions were given to speed it up further.
In the prosecution and prison session, the Chief Minister said that trained human resources are necessary to make the judicial process fair. Instructions were given to adopt a humanitarian approach in the cases of elderly, women and seriously ill prisoners detained in jail.
At the same time, emphasis was laid on strict surveillance on mafia and organized criminals, production through video conferencing and tight security arrangements. He talked about connecting the products prepared in jail with the market, so that the prisoners can become self-reliant.
Impact of strict law on CCTNS 2.0 and forensics
The Chief Minister said that with the effective use of the Indian Justice Code and forensic evidence, it has now become possible to take decisive action against organized criminals. Instructions were given to strengthen the forensic infrastructure, to provide experts in every district and to advance the big forensic center being developed in Varanasi.
