The new report of Delhi Government has revealed an interesting and worrying picture related to women’s education and employment. The report shows that the women of Delhi are continuously progressing in the field of education, enrollment in higher education has increased, the number of women teachers in schools is continuously increasing and women’s participation at many levels appears to be stronger than ever. But on the contrary, their presence in the total workforce of the city is still very low, which makes it clear that despite the desire to study and move ahead, the path to getting employment still remains difficult.

According to the report ‘Women and Men in Delhi – 2025’, the hold of women in the education sector is getting stronger. At the primary level, there were 363 female teachers for every 100 male teachers in 2012-13, which has increased to 415 in 2024-25. At the upper primary level also this number has increased from 214 to 261 and at the secondary level also the number of women teachers has increased from 152 to 168. This trend clearly shows that women are coming into teaching in large numbers considering it to be a safe, respectable and flexible profession.

Women’s participation in higher education has also increased rapidly. In 2021-22, the enrollment of women was 49%, which has now increased to above 50%, i.e. 50.57%, for the first time in 2023-24. This shows that girls and women of Delhi are now more excited than ever to study further, pursue degree and professional courses and make a career even after school. The number of women in courses like BA, MA, MBA, PG Diploma, and even PhD is continuously increasing.

Women are not visible here

But despite such remarkable progress in education, the biggest question is why women are not seen in employment. According to the report, the share of women in the worker-population ratio in Delhi, i.e. the number of people engaged in work, is very low. While the WPR of men was 52.8% in 2023-24, the WPR of women was only 14.2%. This means that out of 100 men, 53 were working while out of 100 women, only 14 were working. Even at the national level, women’s participation is low, but the situation in Delhi appears to be even weaker.

What do experts say?

There are many reasons for low participation of women in employment. According to experts, the expectations of the society, lack of safe travel, fear of late night work, limited and lack of women-friendly jobs, balance between home and studies are still major obstacles in the path of making a career. Women prefer stable and secure jobs, that is why among the women who work, more than 70% are in jobs with regular salary. Women are rarely seen in temporary jobs like casual labour. In contrast, among men, 53% are in regular jobs and 6.7% are in casual work.

Another reason for women’s low participation in employment is that the number of women looking for jobs is also very less. The female labor participation rate in Delhi is only 14.5%, which is almost half the national average of 31.7%. The situation is even worse in rural Delhi, where this rate had fallen to just less than 3%. This means that despite progress in education, women are either not able to get a job or are not even able to try to find a job.
