It has been decided to implement Seven Nishchay-3 in Bihar. Chief Minister Nitish Kumar gave this information by posting on Twitter on Tuesday (December 16, 2025). He said that ever since our government was formed on 24 November 2005, there is rule of law in the state and work has been done for the development of all areas and all sections for 20 consecutive years.

He said, “I am happy to inform that after achieving the targets related to development with justice in Saat Nishchay (2015-2020) and Saat Nishchay-2 (2020-2025) under the programs of good governance in the state, it has now been decided to implement Saat Nishchay-3 programs to include Bihar in the category of most developed states.”

1) Double employment-double income

The first decision of seven decisions-3 has been kept as ‘double employment – double income’. Its objective is to double the average per capita income of the state. Many programs and schemes have been implemented for this. Under the Chief Minister Mahila Rozgar Yojana, we are giving Rs 10,000 to the women of the state for self-employment. The beneficiaries of this scheme will be given assistance up to Rs 2 lakh to further their employment.

Nitish Kumar said that we had also conducted a socio-economic survey along with caste based census in the state in the year 2023, in which the identified 94 lakh poor families will be covered with employment schemes on priority basis. Additional financial assistance will also be provided as per requirement. Markets will be developed for the sale of Bihar products. A target has been set to create jobs and employment opportunities for one crore youth in the next five years. For this, at present a separate Department of Youth, Employment and Skill Development has been formed.

2) Prosperous Industry-Strong Bihar

The second resolution of seven resolutions-3 is ‘Prosperous Industry – Strong Bihar’. Under this, three high-level committees have been formed under the chairmanship of the Chief Secretary for the rapid development of industries in the state. The main objective of forming these committees is to make Bihar the new technology hub of Eastern India, to develop Bihar as a world class work place and to encourage the eminent entrepreneurs and talented youth of the state to set up industries within the state.

Industrial areas are being developed to set up industries in all the districts of the state. CM said that we have set a target of ensuring private investment of at least Rs 50 lakh crore in the state in the next 05 years. After the formation of the present new government, a new Directorate of Micro, Small and Medium Industries has been formed under the Industries Department in the state to promote small industries and a new Bihar Marketing Promotion Corporation has been established for the export and market development of local products of the state. We have decided that 9 closed sugar mills will be started in a phased manner and 25 new sugar mills will also be established.

3) Progress in agriculture-prosperity of the state

The third resolution of seven resolutions-3 is ‘Progress in agriculture – prosperity of the state’. Under this, the work of the fourth agricultural road map formed for the year 2024 to 2029 will be further accelerated to increase the income of farmers. Besides, production and processing of Makhana will be promoted by making Makhana Road Map. Special emphasis will be laid on dairy and fisheries and milk production committees will be formed in all the villages of the state and “Sudha” sales centers will be established in every panchayat. Besides, the work of providing irrigation water to every farm will be taken forward.

4) Advanced education-bright future

The fourth resolution of seven resolutions-3 is ‘Advanced Education-Bright Future’. Under this, a separate higher education department has been formed in the state. Now the old reputed educational institutions of the state will be developed as centers of excellence and a new education city will also be constructed in the state.

5) Easy health-safe life

The fifth determination of seven determinations-3 is ‘Accessible Health – Safe Life’. Under this, block community health centers will be developed as specialty hospitals and district hospitals will be developed as super specialty hospitals. Public-private partnership will be encouraged for better education and treatment in new medical colleges and hospitals of the state. To ensure better medical facilities in remote rural areas, a separate incentive system for doctors and a policy to ban private practice of government doctors will be introduced.

6) Strong base-modern expansion

The sixth determination of seven determinations-3 is ‘Strong Base-Modern Expansion’. Under this, urban areas in the state will be expanded and civic facilities will be strengthened. Also, new modern planned cities will be developed and affordable housing will be provided for the urban poor. For easy connectivity in cities, 5 new expressway roads will be constructed and rural roads will be widened to 2 lanes in a phased manner. Apart from this, the use of solar energy will be promoted by strengthening the electricity related infrastructure and installing solar panels on the roofs of the houses of all interested people.

Besides, the tourist destinations of the state will be developed and established as national and international level tourist destinations. All types of tourist facilities will be developed in the circuit connecting tourist places. Apart from this, film cities will be built at important places in the state for shooting films in Hindi and regional languages ​​and film business will be encouraged. Along with the construction of a world class sports city in Patna, Centers of Excellence for sports will be established in all the districts of the state. National and international sports competitions will also be organized in the state. Besides, the remaining works of 430 approved schemes and seven Nishchay-2 related to Pragati Yatra will be completed expeditiously.

7) Respect for all – life is easy

The seventh and last determination of seven determinations-3 is ‘Ease of Living’. Under this, work will be done to ease the lives of all the citizens of the state through modern technology, innovation and sensitive good governance.

He said, “I am confident that the implementation of seven Nishchay-3 programs will help in fulfilling the resolve of developed Bihar and Bihar will join the category of most developed states.”
