The condition of women in Pakistan remains pathetic. Violence against women is continuously increasing here. An organization named Sahil has claimed in its report that there has been a tremendous increase in crimes against women in just 11 months of 2025. Local media also published this report prominently on Tuesday (2 December 2025).
Increase in crimes against women
Pakistan newspaper The Express Tribune reported that the report collected data published in 81 newspapers of four provinces – Islamabad National Territory, Pakistan-occupied Kashmir (PoK) and Pakistan-occupied Gilgit Baltistan (PoGB). According to this, 6,543 incidents were reported in Pakistan in 2025, while 5,253 cases were reported in 2024, which shows an increase of about 25 percent in a year.
Reports were filed regarding which crimes?
The incidents reported between January-November 2025 include 1,414 cases of murder, 1,144 of kidnapping, 1,060 of assault, 649 of suicide and 585 of rape. The report revealed that in 32 percent of rape cases, the perpetrators were known to the women, while 17 percent were strangers. Husbands were involved in 12 percent of the cases.
In 21 percent of the cases, the identity of the criminals was not disclosed. According to the report, most gender-based violence took place in the victims’ homes, accounting for 60 percent of recorded cases, while 13 percent of the cases took place in the perpetrators’ homes.
Earlier in November, the Sustainable Social Development Organization (SSDO) presented its factsheet on violence against women in the Pakistani capital. It was told that 373 cases of violence against women were reported in the first half of 2025. However, not a single one was punished in these cases.
No punishment given in rape and kidnapping case
In a statement, SSDO called for immediate justice reform and accountability measures in the period from January to June. Dawn, another Pakistani newspaper, reported that data collected through Right to Information (RTI) from the police department shows a poor picture of women’s safety in Islamabad. 309 cases of rape and kidnapping were registered, which is about 83 percent of the total incidents. However, even in these cases, no one was punished, and many of them were withdrawn.
During this period, 42 cases of physical harassment were reported, yet no one was punished. A total of 17 cases of harassing women were reported, three of cyber crime and two of honor killing were also registered. The findings of the fact sheet revealed system deficiencies in the investigation and prosecution process of cases of violence against women.
There was not a single punishment in Islamabad
It said that despite hundreds of reported cases of violence against women, the absence of even a single conviction shows the failure of the authorities. SSDO Executive Director Syed Kausar Abbas said on the results that it is a matter of concern that despite reporting hundreds of cases, not a single punishment has been imposed in Islamabad. He said that the results show the weaknesses of the system due to which the victims did not get justice.
