Firecrackers Ban in Delhi-NCR: Will the ban on sale of firecrackers in Delhi-NCR be lifted before Diwali? The Supreme Court will hear this matter on Friday (October 10, 2025). On April 3, the court had completely banned the manufacturing, storage and sale of firecrackers in Delhi NCR, which firecracker manufacturers have called discriminatory. In an important decision on September 26, manufacturers with valid certification were allowed to produce green firecrackers in NCR, but the condition was that the sale could not take place in Delhi-NCR.

The Supreme Court is hearing petitions filed by firecracker manufacturers, requesting relaxation in the ban and permission to sell green firecrackers. Due to Diwali being near, this matter has become even more interesting and the firecracker manufacturers are also demanding that due to Diwali, a decision should be taken on the matter quickly.

In the last hearing, Solicitor General Tushar Mehta, representing the Centre, had said, ‘We have to find a balance between the right to clean air and the right to employment of those working in the firecracker industry. For this we need some more time. The case was to be heard by the bench of Chief Justice Bhushan Ramakrishna Gavai (CJI BR Gavai) and Justice K Vinod Chandran on Wednesday, but the court postponed the hearing to Friday to hear the Centre’s proposal.

Senior advocate Balveer Singh, on behalf of green firecracker manufacturers, argued that the Supreme Court’s April 3 order was discriminatory, in which there was a complete ban on the manufacture, storage and sale of firecrackers. He says that the main reason for pollution in Delhi’s winter is stubble burning and vehicular pollution and not firecrackers. He said that there is no scientific study regarding this which proves that firecrackers cause a big increase in pollution.

According to PTI report, he said that the issue should be heard before Diwali, after which the bench fixed Friday for the hearing. In today’s hearing, issues related to the manufacturing and sale of green firecrackers in Delhi-NCR are also to be heard. The court has asked the Center to reconsider the complete ban on manufacturing of firecrackers in Delhi-NCR.

The court also directed the Ministry of Environment, Forest and Climate Change (MOEFCC) to consult all stakeholders including the Delhi government, manufacturers and sellers before arriving at the final decision. Cracker manufacturers have claimed that they have valid licenses for green crackers from National Environmental Engineering Research Institute (NEERI) and Petroleum and Explosive Safety Organization (PESO). According to the NEERI website, there are 1,403 registered green cracker manufacturers in the country, of which 52 are in Uttar Pradesh, 22 in Punjab and Haryana and one each in Delhi.

Earlier, the court had ordered, ‘We allow those manufacturers to manufacture firecrackers who have green firecracker certificate of NEERI and PESO. However, for this, the manufacturers will have to give an undertaking before this court that they will not sell their firecrackers in the restricted areas till the next order passed by this court.
