External Affairs Minister S Jaishankar along with heads of delegations of Shanghai Cooperation Organization (SCO) member countries met Russian President Vladimir Putin on Tuesday (18 November 2025). Jaishankar has come here to participate in the meeting of the Council of Heads of State of SCO. The Foreign Minister gave this information by posting on X.
Foreign Minister Jaishankar met Russian President Putin
External Affairs Minister S Jaishankar posted on Twitter: “Honoured to meet Russian President Putin in Moscow today. Conveyed greetings to PM Modi. Informed him about preparations for the upcoming annual India-Russia summit. Also discussed regional and global developments. I wholeheartedly appreciate his vision and guidance to further take our relations forward.”
The meeting held in the Kremlin was attended by Russian Prime Minister Mikhail Mishustin, Iranian Vice President Mohammad Reza Aref, Belarus Prime Minister Alexander Turchin, Kazakhstan’s Olyas Bektenov, Kyrgyzstan’s Edilbek Kasimliyev, Tajikistan’s Kokhir Rasulzoda and Uzbekistan’s Abdulla Aripov, as well as Pakistan’s Deputy Prime Minister Ishaq Dar and SCO Secretary General Nurlan Yermekbayev. Also participated.
Jaishankar held detailed talks with his Russian counterpart Sergei Lavrov on Monday (17 November 2025). This meeting is taking place at a time when both sides are preparing for President Putin’s visit to India for the 23rd annual summit. The Russian President is expected to visit India around December 5, 2025 for the annual summit with Prime Minister Narendra Modi.
Jaishankar also met Prime Minister of Mongolia Gombojavin Zandanshatar and Prime Minister cum Foreign Minister of Qatar Sheikh Mohammed bin Abdulrahman Al Thani on the sidelines of the SCO. He thanked Russian Prime Minister Mishustin for hosting the SCO Heads of Government meeting and praised his hospitality.
Jaishankar scolded Pakistan in front of Ishaq Dar
Addressing the SCO leaders, External Affairs Minister S Jaishankar said that the world should take a zero-tolerance stance against terrorism in all its forms and manifestations. He said that terrorism cannot be justified in any form, nor can it be ignored nor covered up. At the time when Jaishankar was saying this, Pakistan Foreign Minister Ishaq Dar was also there.
‘India has full right to answer’
Referring to terrorism, he said, “There can be no justification, no condonation and no cover-up. As India has shown, we have the right to defend our people against terrorism and we will exercise it. India believes that the SCO must adapt to the changing global scenario, develop a comprehensive agenda and improve its functioning.”
Influence will have to be increased – Putin
Russian President Vladimir Putin called for enhancing the credibility and influence of the SCO. Our goal is to enhance the credibility and influence of the SCO as one of the largest regional organizations globally.
Russian President Vladimir Putin’s aide Nikolai Patrushev also met Prime Minister Narendra Modi on Tuesday. Putin is going to visit India next month. Chairman of the Maritime Board of Russia Patrushev and PM Modi exchanged views on strengthening cooperation in connectivity, efficiency development, shipbuilding and maritime sector. PM Modi conveyed to Patrushev that he was looking forward to hosting President Putin in India next month.
