Russian President Vladimir Putin is coming to New Delhi on a two-day state visit on Thursday and Friday (December 4-5, 2025), but before Putin’s visit to India, the Russian Parliament (Duma) on Tuesday (December 2, 2025) approved an important defense agreement with India. Under this defense agreement, both the countries will be allowed to deploy troops and equipment in each other’s territory for joint exercises, humanitarian assistance and disaster relief.
The agreement between Russia and India, called Reciprocal Exchange of Logistic Support (RELOS), was signed earlier this year on February 18, 2025 and was presented in the Duma, the lower house of the Russian Parliament, by Russian Prime Minister Mikhail Mishustin last week, which has now been approved.

Regarding this Relos defense agreement with India, State Duma Speaker Vyacheslav Volodin said in the plenary session of the House, “Our relations with India are strategically and comprehensively strong and we attach special importance to them. We understand that the approval of this agreement today is another step towards cooperation between the two countries and the development of our relations.”
What is Putin’s agenda regarding his visit to India?,
Before his visit to India, Russian President Vladimir Putin has made his agenda completely clear. Putin said that he will participate in the 23rd India-Russia annual summit and meet Prime Minister Narendra Modi. Along with this, he will discuss extensively with PM Modi regarding trade and imports. He said that Russia will continue to work on an independent economic policy keeping in mind the interests of its country.
