The Central Government gave an important information in the Rajya Sabha on Thursday. The government clearly said that in the last five years, no incident of question paper leak has been recorded in the recruitment examinations of Union Public Service Commission (UPSC) and Staff Selection Commission (SSC). This information was given by Dr. Jitendra Singh, Union Minister of State in the Ministry of Personnel, Public Grievances and Pensions in the form of a written reply in the Parliament. After this response of the government, the ongoing discussions regarding the security of recruitment examinations have come to an end to some extent.
Rajya Sabha member Manoj Kumar Jha had questioned the government as to how many cases of paper leaks have come to light in the recruitment examinations of the Center in the last five years. He had also asked that if such cases have occurred then in which states their number has been higher.
In response, the government clarified that no report of question paper leak has been received during this period in the examinations conducted by UPSC and SSC. According to the government, no such case is registered in the available records.
Information given about which examinations?
The government also clarified in its reply that this information pertains only to those examinations which are conducted through two major agencies under the administrative control of the Department of Personnel. These include Union Public Service Commission and Staff Selection Commission.
UPSC is one of the largest and reputed recruitment agencies in the country, which conducts examinations for many important posts including civil services. Whereas SSC conducts recruitment examination for different posts in various ministries and departments.
Claims to keep the examination process safe
The government in its written reply said that monitoring is done at many levels to keep the process of these examinations safe and transparent. Security arrangements are in place at every stage, from preparing the question paper to delivering it to the examination center and conducting the examination. The government says that strict arrangements are made at both the technical and administrative levels, so that the possibility of any kind of disturbance is minimal.

The government also indicated that reforms are made from time to time to maintain the credibility of the examination system. The recruitment process is being strengthened through the use of new technology, monitoring system and strict rules. The objective is to provide candidates with a fair and reliable examination process. Also, strict action can be taken against any kind of irregularity or negligence.
Important message for youth
Lakhs of youth in the country appear for UPSC and SSC examinations every year. In such a situation, incidents like paper leak can break the confidence of the youth. This statement of the government is being seen as a message of confidence for the youth. In recent years, there were reports of paper leaks regarding various examinations in many states. In such an environment, this information from the Central Government is considered important.
Strictness will remain in future also
Even though the government has said that no incident of paper leak has been recorded in the last five years, it has also made it clear that strictness regarding examination security will continue in future also. Work is being done to further strengthen the monitoring system.
