2011 census data

In which state the most beggar?

If we look at the state -wise figures, West Bengal is at the top. A total of 81,244 beggars were recorded here, which is the highest in the whole country. After this comes the number of Uttar Pradesh, where 65,835 beggars were found. At number three comes to Andhra Pradesh where 30,218, then Bihar where 29,723, followed by Madhya Pradesh where 28,695 and then Rajasthan comes where there are 25,853 beggars. At the same time, the number of beggars in Nagaland, Mizoram and Sikkim from the northeastern states is very less.

What is the government’s plan?

The Ministry of Social Justice and Empowerment has run a smile scheme for rehabilitation of beggers. Under this, not only an attempt is made to connect them with shelter, but medical, education, skill development and employment. Pilot projects have also been run in cities like Delhi, Lucknow, Patna, Nagpur, Indore, Hyderabad and Bengaluru.

What does the court say?

The Delhi High Court had said in one of its decisions in 2018 that people do not beg because they like it, but because they do not have any other means. Begging is a compulsion, not a crime. Instead of considering it a crime in the court, he stressed on rehabilitation by calling it a socio-economic problem.
