PM Kaushal Vikas Yojana: Pradhan Mantri Kaushal Vikas Yojana was started in the year 2015. Till now, more than one crore people have got benefit under this scheme. Its objective was to make the youth self-reliant by teaching them employable skills. But now a shocking information related to this scheme has come to light. The Skill Development Ministry has recently blacklisted 178 training partners and training centres.
Investigation found that at many places funds were misappropriated in the name of fake attendance, fake documents and non-existent training centres. Taking immediate action, the Ministry has started recovery of money from these institutions and legal action is also underway against the culprits. How was the plan rigged?
These irregularities were detected after continuous inspection and audit by the Ministry and the National Skill Development Corporation under the Pradhan Mantri Kaushal Vikas Yojana. The report revealed that some training centers showed the presence of students who were not actually present. Many TPs and TCs withdrew government funds by making fake bills. Whereas some centers were running on paper only.

The ministry said that several FIRs have already been registered against these irregularities. Most of the names in the blacklisted list are from Uttar Pradesh, followed by Delhi, Madhya Pradesh and Rajasthan. The ministry has directed the mission heads of all states to conduct a thorough investigation before accepting any proposal under any future government skill scheme.
How much will be the punishment and how will recovery be done?
The Skills Ministry has clarified that the process of recovery of all payments given to the blacklisted institutions has started. Institutions which have misused the scheme. Not only will the money be taken back from them but a criminal case will also be registered against them. And then the decision on punishment will be taken on the basis of investigation.

The ministry also said that from now on all training centers will be physically and digitally monitored so that such irregularities can be prevented in future. Those institutions will be found violating the rules again. They will be blacklisted and closed forever.
