The personal lives of Indian Administrative Service (IAS) and Police Service (IPS) officers are always a topic of discussion. Recently, the news of the marriage of Bareilly SP South Anshika Verma and Sambhal SP Krishna Kumar Bishnoi has created a new curiosity. When two people holding powerful positions become each other’s spouses, the biggest challenge they face is coordination of time and holidays. Can these officers take leave simultaneously while handling the security of one district and administrative responsibility of another? It is very interesting to know what concessions the government rules and cadre policies give to these ‘power couples’ to spend time together.

Mathematics of IAS-IPS marriage and holidays

Taking leave while in government service is not a right for any employee, but a permission. When two IPS or IAS officers marry each other, they are technically eligible to take leave together, but some strict provisions and conditions apply. They can apply for their earned leave or casual leave simultaneously, but its approval entirely depends on the ‘Competent Authority’. If there is any emergency, election, riot or any big VVIP movement in the state, the administration can refuse leave to two senior officers simultaneously.

Major changes in cadre and posting rules

In the past, the biggest problem for IAS-IPS pairs was posting in different states (cadres). Earlier, according to the rules, it was difficult for a husband and wife to get the same state, but now the Central Government has amended the rules.

Now, on the basis of ‘marriage ground’, officer couples can demand transfer to the same cadre or state. This helps them stay in the same geographical area and plan their holidays better. However, this transfer takes place only when the respective state governments give their consent for it.

Leave procedure and rules for traveling abroad

If an officer couple wants to travel abroad together, the process becomes a little more complicated than usual. They not only have to obtain permission for leave, but also have to obtain ‘Foreign Travel Permission’ by giving complete details of their travel to the government.

In this they also have to give information about their place of stay and source of expenditure. Furthermore, there has been a large human variation in the rules in recent years. Now male officers can also apply for ‘child care leave’ along with their wives, so that equal participation of both can be ensured in the upbringing of children.

Emergency and pressure of duty

On posts like IAS and IPS, there is 24-hour responsibility. Even after marriage, if any untoward incident occurs in the district, the officer has to leave his leave midway and return to duty. It has often been seen that leaves of police and administration officials are canceled on big festivals or sensitive occasions.

In such a situation, even if both the officers have planned leave together, administrative necessity is always placed above personal life. This is why these officers have to manage their leaves well in advance and with a backup plan.
