What is the whole matter?
Actually, Minister Anil Vij had come to Kaithal to participate in the District Grievance Redressal meeting, during which a heated argument took place between the two on the issue of suspension of an ASI of the police. The Minister, who came to listen to the problems of the people in the meeting, heard a total of 15 complaints in the meeting of the Grievance Redressal Committee, which included 9 old and 6 new complaints. When complainant Neetu Maun, resident of Kaithal, expressed her grief over the murder of her brother, Minister Anil Vij said that my name is Anil Vij, I do not spare anyone. The minister said that you are right, but the police also have to follow the system. I have transferred your case to CBI.
During the hearing of the land purchase case of Titaram resident Sandeep Malik, he accused a SI Sandeep of fraud in the sale of land. During the hearing, the Minister instructed the SP to suspend SI Sandeep posted in Kurukshetra, after which there was an argument between Superintendent of Police Upasana and Minister Anil Vij over the fact that they cannot suspend the police employee because he is posted in another district.
But Anil Vij did not agree with SP and a heated argument started between the two. Minister Anil Vij told the Superintendent of Police that if you do not have the power then you should get up and leave the meeting.

After this, Anil Vij instructed the Superintendent of Police to write a letter to the DGP to suspend the SI, citing the meeting of Anil Vij’s Grievance Redressal Committee. After this the Superintendent of Police agreed. On the complaint of the complainant Krishna Kaushik about the JE demanding money and not shifting the transformer in the case of shifting of electricity transformer in his farm, Electricity Minister Anil Vij directed to register a case against the JE under the Vigilance Corruption Act.
After this, while talking to journalists, Energy Minister Anil Vij said that Congress party is a party divided into pieces. Sometimes Congress keeps trying to join the pieces. But she breaks down again. On the debate with the Superintendent of Police, Anil Vij said whether it is me or any officer, we all work for the public. We want the people to get justice and we are for that.
In the meeting, Vij directed to suspend the concerned ASI pending the investigation. He told SP Upasana that immediate action should be taken against the officer. The SP objected to this citing jurisdiction.
Conflict over jurisdiction!
SP Upasana, who is an Indian Police Service officer, clarified that the concerned ASI is attached to the neighboring district. Therefore they do not have the right to suspend him. He told that this authority rests with the SP of Kurukshetra or the DGP of Haryana.
How was the dispute resolved?
During the debate, the minister told the SP that if she did not have the authority to implement the instructions, she could leave. However, later both the parties reached an agreement regarding the process. The matter was said to be related to knowledge of rules and interpretation of jurisdiction. Ultimately it was clarified that action would be taken as per rules only. Despite initial heated debate, it was considered the result of a misunderstanding. Now it has been said that further action will be taken as per the procedure in the related matter.
