Canadian Prime Minister Mark Carney delivered his address at the annual meeting of the World Economic Forum held in Davos, Switzerland on Wednesday (January 21, 2026). He said that it is a pleasure and also a duty for me to be with you at this crucial juncture for Canada and the world.
He said that today I will talk about the cracks in the global order, the end of a happy story and the beginning of the harsh reality where geopolitics among great powers is no longer bound by any kind of boundaries, but I also put before you that other countries, especially middle power countries like Canada, are not completely helpless. They have the potential to create a new global order that reflects our values such as respect for human rights, sustainable development, solidarity, sovereignty and territorial integrity of countries.
We live in an era of great power competition – Mark Carney
Prime Minister Mark Carney said, ‘The power of the weak begins with honesty. Every day we are reminded that we live in an age of great power competition, that the rules-based global order is weakening, that the strong do what they can and the weak bear what they must.’
He said, ‘In recent years, big powers have weaponized economic integration. Tariffs were used as an instrument of pressure. The financial structure was made a means of pressure. Supply chains were exploited as a weakness. You cannot live within the lie of mutual benefit when integration itself becomes the cause of your subordination. The multilateral institutions on which the middle powers depended, WTO, United Nations, COP – this entire structure of collective problem solving – have now become quite weak.
Canada made fundamental changes in its strategic thinking- Mark Carney
Prime Minister Mark Carney said, ‘The question before middle power countries like Canada is not whether we have to adapt to this new reality or not, we have to adapt. The question is whether we will just build higher walls or do something more ambitious. Canada was one of the first countries to take this warning seriously and make fundamental changes in its strategic thinking.
He said, ‘This is not a naive multilateralism. Nor is it dependence on weak institutions. It’s about building coalitions that actually work issue by issue. The middle powers have to work together, because if you are not at the table, you are on the menu.
