‘Investigate and take appropriate action’, Om Birla’s first reaction on the no-confidence motion notice

To remove Lok Sabha Speaker Om Birla from the post, the opposition on Tuesday (10 February 2026) submitted a notice to the Secretary General of the Lower House regarding bringing a no-confidence motion. Om Birla was accused of running the House in a partisan manner, making false allegations against Congress members and misusing his position. Responding to this, Speaker Om Birla directed Lok Sabha Secretary General Utpal Kumar Singh to investigate the opposition’s notice regarding bringing a motion to remove him from the post.

According to sources, Om Birla has instructed the General Secretary to investigate this notice and take appropriate action. Congress MPs K Suresh, Gaurav Gogoi and Mohammad Javed submitted the no-confidence motion to Lok Sabha Secretary General Utpal Kumar Singh, which was signed by 118 MPs. The proposal has been presented under Article 94(C) of the Constitution alleging partisanship in the conduct of Lok Sabha proceedings.

What are the allegations of opposition MPs?

Trinamool Congress (TMC) MPs did not sign this notice. Gaurav Gogoi said that the notice related to this proposal has been submitted to the Lok Sabha Secretary General under Article 94 (C) of the Constitution. The notice said, ‘We give notice to move a motion for the removal of the Speaker of the Lok Sabha under the provisions of Article 94(C) of the Constitution of India because the manner in which he is conducting the proceedings of the Lok Sabha is openly partisan. On many occasions, leaders of opposition parties were not allowed to speak, even though this is their basic democratic right in Parliament.

The opposition said in the notice, ‘On February 2, 2026, Leader of the Opposition in the Lok Sabha, Rahul Gandhi, was not allowed to complete his speech while speaking on the motion of thanks to the President’s address. This is not a single incident. It almost always happens that the leader of the opposition is not allowed to speak in the Lok Sabha. The opposition claimed that on February 3, our eight MPs were arbitrarily suspended for the entire budget session and they were being punished merely for exercising their democratic rights.
