America’s 28-point plan to end the war in Ukraine was recently made public. Russia had shared this document in October 2025 after the meeting in Washington between US President Donald Trump and Ukrainian President Volodymyr Zelensky, in which Moscow’s conditions for ending the war were mentioned.
Russia’s interest in American documents – report
According to the Reuters report, these 28-point plan issued by the Trump administration was taken from a Russian document. It is unclear why and how the Trump administration relied on the Russian document to implement its peace plan. According to the report, it was reviewed by some senior US officials including Foreign Minister Marco Rubio. He believed that Ukraine would completely reject Moscow’s demands.
America’s peace agreement contained the same things that the Russian government had earlier put on the negotiating table. This is called ‘non-letter’ in diplomatic language. It also included concessions that Ukraine had rejected, such as ceding a significant portion of its territory in the east. Sources said that after releasing the document, Marco Rubio spoke to Russian Foreign Minister Sergei Lavrov, in which the 28-point plan was discussed.
Regarding this, Trump wrote, “In hopes of finalizing this peace plan, I have directed my special envoy Steve Witkoff to meet with President Putin in Moscow and at the same time Army Secretary Dan Driscoll will meet with the Ukrainians.”
Suspicion increased among American officials and lawmakers
Since Axios first reported the peace plan last week, skepticism has grown among US officials and lawmakers, many of whom see the plan as a list of Russian positions rather than a serious proposal. Despite this, America has put pressure on Ukraine and warned that if Ukraine does not sign, it will stop its military aid.
The outline of this peace plan was prepared during a meeting held in Miami last month between Trump’s son-in-law Jared Kushner, Special Envoy Steve Witkoff and Russia’s Kirill Dmitriev. According to the report, very few people inside the State Department and the White House were informed about this meeting.
