Refunds are usually issued within a few weeks of return filing and verification. This time too, refunds have been received from many taxpayers, but the cases of those whose refunds have not yet been received may be under investigation. Regarding this, some time ago CBDT Chief Ravi Aggarwal had said that this time the system has red flagged the cases involving high value refunds and doubtful claims. Such returns are being scrutinized thoroughly, hence the refund process seems to be slow. Whereas refunds of small amounts are being issued without any delay. Ravi Aggarwal said that normal refunds will be cleared by December, however there should not be any mistake in your return.
