It ranks 28th in terms of enrollment rate in classes 11–12 and 28th in terms of female literacy.’ While mentioning the employment situation, the Congress leader said that Bihar ranks 21st among 29 states in terms of employment in the service sector and 23rd in terms of employment in the industry/production sector. He also claimed that Bihar ranks 27th in terms of infant mortality rate, 29th in terms of health protection through insurance scheme and 29th in terms of toilet facility at home.

Apart from this, Rahul Gandhi, while mentioning the status of human development in Bihar, said that the state is ranked 27th in terms of Human Development Index (HDI) while its rank is 25th in terms of per capita income.
