The government has given a gift to the local people by implementing new reservation and domicile rules for Union Territory Ladakh on Tuesday (June 3, 2025). Now local people will get 85 percent reservation in government jobs and one third of the total seats in Ladakh Autonomous Hill Development Councils have been reserved for women.
According to the notification, it is necessary to be a resident there for a period of 15 years for the Domicile Certificate of Ladakh. English, Hindi, Urdu, Bhoti and Purgi languages have been made the official language in Ladakh. The purpose of this step of the government is to protect local interests. After leaving for Article 370 that grants special status to Jammu and Kashmir, the people of Ladakh are demanding constitutional security to protect their language, culture and land.
According to several notifications issued by the government, the changes made in the policies related to reservation, domicile and languages in jobs and autonomous councils came into effect from Tuesday. Under the new rules, people who have resided in the Union Territory for a period of 15 years or have studied for a period of seven years and have appeared in the class 10th or 12th examination in an educational institution located in the Union Territory, they will be native to any post under Union Territory or for the purposes of appointment under any local or other authority other than ‘Cantonment Board’.
Central government officials, officers of all India services, central government undertaking and autonomous body officials, public sector banks, officials of statutory bodies, central universities and central government -recognized research institutes who have served in the union territory for a period of 10 years, their children are also eligible for dominance. 10 percent reservation for economically weaker sections is not included.
In another notification in the official Gazette, the government said that under the Ladakh Autonomous Hill Development Council Act, 1997, at least one-third of the total seats of the council will be reserved for women and such seats can be allotted in turn. Ladakh has two autonomous mountain development councils – Ladakh Autonomous Hill Development Council, Leh and Ladakh Autonomous Hill Development Council, Kargil.
The Growning Certificate will only be valid for appointment to posts under Ladakh Union Territory Defined in Ladakh Public Service Decentralization and Recruitment (Amendment) Regulation, 2025. In addition to making English, Hindi, Urdu, Bhoti and Purgi the official language of Ladakh, the government said that English would be used for all official objectives of the Union Territory, for which it was being used before the date of implementation of this regulation.
The administration of the Union Territory will also take necessary steps to strengthen the institutional system for the promotion and development of other languages in Ladakh and to establish art, culture and language academy. Special efforts will be made for the promotion and development of other basic languages of Ladakh such as Idina (Darshi), Bruxkat (Darshi), Balti and Ladakhi.
According to the provisions of the Jammu and Kashmir Reorganization Act, Jammu and Kashmir has been made the Union Territory of Assembly and Ladakh has been made the Union Territory of Assembly. The Bharatiya Janata Party -led Central Government had assured a delegation from Ladakh in December 2023 that it is committed to intensifying the development of the Union Territory and fulfilling the aspirations of the people of the region.
For the first time to solve the concerns of the people of Ladakh, a high -level committee was formed in January 2023 under the chairmanship of Minister of State for Home Nityanand Rai. It held several meetings with the representatives of Ladakh to find a cordial solution to their demands. In October 2024, climate activist Sonam Wangchuk sat on an indefinite fast in Delhi over his demands. After that, talks were held on December 3, 2024 and then on 15 January and 27 May this year with leaders of Ladakh’s civil organizations.
