There is news of relief for lakhs of parents of Delhi, now the private schools of the capital will not be able to increase the fees arbitrarily. The Delhi government has implemented the Delhi Education Bill (Fixing and Regulation of Fees) Act 2025 to control the increase in fees of private schools. The notification of this law has been issued by Lieutenant Governor VK Saxena in the Delhi budget.
Why was the new law necessary?
Parents were worried about the increase in fees of private schools in Delhi for a long time. Many schools used to increase the fees every year without any concrete reason. Due to this, the financial burden on the families of middle and low income group was increasing. Keeping this problem in mind, the government has made this new law.
Consent of 15 percent parents is required for complaint
Under the new law, to file a complaint against the fee increase, the consent of at least 15 percent of the parents will be required, that is, if the fee increase of any school seems wrong, then the parents will be able to come together and complain formally. The government says that this will stop unnecessary complaints and real matters can be focused on.
More than 1700 private schools will come under the ambit
More than 1700 private schools of Delhi have been included under this Act, which means that now almost all big and small private schools will have to follow the rules related to fees and will not be able to take decisions arbitrarily.
Three level system for fee monitoring
- The government has created a three-tier system to monitor fees.
- There will be a fee regulation committee in the school at the first level.
- At the second level, there will be a district level fee appeal committee.
- At the third and final level, there will be an amendment committee, which will be able to make changes in the decisions if necessary.
Statement of Education Minister Ashish Sood
Delhi Government’s Education Minister Ashish Sood has described this law as a historic step. He said that the Education Department will now start implementing all the rules and procedures mentioned in the law, which includes scrutiny, approval, reporting and monitoring of school fee proposals.
Education is not a business, it is a right
Ashish Sood said that education is not a business but the right of every child. The aim of the government is that every child of Delhi should get quality education with transparency, honesty and fairness.
Government’s appeal to parents
The government has appealed to the parents and patrons to support this new law and cooperate in maintaining transparency. This will further strengthen public confidence in the education system. With the implementation of this law, parents will get relief from the recurring problems related to fees. Now they will be able to express their views without fear and their complaints will be heard.
Accountability of schools will be fixed
Under the new law, schools will have to clearly disclose their fee structure, expenses and financial requirements; action can be taken against increasing fees without proper reason; this will ensure accountability of the schools.
