A total of seven (07) cabinet ministers, including Defense Minister Andrey Belousov, are visiting India along with Russian President Vladimir Putin (4-5 December). Putin’s delegation also included the governor of the Russian Central Bank, along with officials from Rosoboronexport, the company that handles Russia’s arms exports. Apart from Putin and the Defense Minister, Russia’s Agriculture Minister, Finance Minister and Economic Development Minister are also visiting India. During this important visit, 10 intergovernmental and 15 commercial agreements are likely to be signed between India and Russia.
Two important meetings are to take place between Prime Minister Narendra Modi and Putin. There is a closed door meeting, in which apart from Modi and the Russian President, very select persons can attend. Delegations from both the countries will participate in the second meeting. Apart from this, Modi and Putin will also participate in the conference of India-Russia Business Forum. Meanwhile, Putin will also attend the launch of RT-India, the India channel of Russia’s state news channel RT (formerly Russia Today). According to the information, on Tuesday (9 December 2025), Defense Minister Rajnath Singh and Russian counterpart Andre Belousov will participate in the India-Russia Inter Governmental Commission on Military and Military Technical Cooperation ministerial meeting. Before this meeting, Andrey Belousov will be given a guard of honor by a joint contingent of the three wings of the Indian Army (Army, Air Force and Navy) at the Manekshaw Center in Delhi Cantt.
Visit to National War Memorial
Russian counterpart Andrey Belousov will also visit the National War Memorial and pay tribute to India’s martyred soldiers. The special thing is that Putin and Belousov’s visit to Delhi is taking place at a time when the Indian Navy is celebrating its 54th Foundation Day on Wednesday (December 4). Navy Day is celebrated every year on 4 December to commemorate Pakistan’s attack on Karachi during the 1971 war. It is noteworthy that during the 1971 war, when America had conspired to send its seventh war fleet against India to the Bay of Bengal, Russia had deployed its war fleet in the Indian Ocean. America had withdrawn from the war with Pakistan when the Russian Navy came to help India. India had a decisive victory in the war and Pakistan was torn apart.
Who is Belousov?
Russian Defense Minister Belousov is an economist and after taking charge of Russia for the fifth time last year i.e. in 2024, Putin made a major cabinet reshuffle and handed over the responsibility of the Defense Ministry to him. In fact, due to the Ukraine war, Russia’s defense budget was continuously increasing. This is the reason why Putin removed his confidant and military commander Sergei Shoigu from the Defense Ministry and appointed him Secretary of the Security Council (NSA).
Russia’s economy on track
If Russia’s economy is on track despite the Ukraine war and all the sanctions from Western countries, then Belousov, who has held the post of Putin’s economic advisor to the Deputy Prime Minister of Russia (2020-24), is considered to have a big role in it. This is the reason why Putin had put the responsibility of an important department like the Defense Ministry on the shoulders of Belousov. Due to strong defense ties with India, Putin has taken Belousov with him on his visit to India. Due to the delay in the delivery of the S-400 missile system, Defense Minister Rajnath Singh himself had expressed his concern to Belousov. Apart from this, India currently needs 300 additional S-400 missiles from Russia. Russia has a 38 percent share in the weapons that India imports from other countries.
Statement of Putin’s media advisor
Putin’s media adviser, Dmitry Peskov, recently offered Russian stealth fighter jets Su-57 to Indian journalists. Also, India wants the nuclear submarine signed with Russia to be delivered by 2027. Russia wants to deliver this submarine by 2028. Peskov is also part of Putin’s delegation which is coming to India.
