That is, the ticket is confirmed in three passengers. But the fourth passenger’s ticket is not canceled. He can travel on that ticket. However, he will not get a seat because his ticket is not confirmed. But if a seat is vacant in the journey. So TTE can allot it to him.

Bean rule on a confirmed three waiting
If four passengers have got tickets together. And only one of them has been confirmed. The remaining three were not confirmed. So the same bean rule is applied on the tickets of those three passengers. A passenger gets a seat. The remaining three passengers do not get seats. Later in the journey, if any seat is vacant in the train. So TTE can give a seat to any of them.
