A notice was issued to Jansuraj Party chief Prashant Kishor on Tuesday (October 28, 2025) in the matter of his name being registered in the voter list of both the states of Bihar and West Bengal. However, Prashant Kishor put the responsibility on the Election Commission itself, saying that the Commission should have correctly revised his name under the Special Intensive Revision (SIR) campaign in Bihar.
Kishore, registered as a voter in Karghar Assembly constituency of Rohtas district of Bihar, has been asked by the District Election Office to reply within three days. According to official data, Prashant Kishore’s name is also registered in the voter list of Bhawanipur assembly constituency of West Bengal. Kishor’s registered address is 121, Kalighat Road, Kolkata, which is the address of the Trinamool Congress (TMC) headquarters.

West Bengal Chief Electoral Officer Manoj Aggarwal told reporters in Kolkata, ‘The Commission has not yet asked us anything in this regard. The Chief Electoral Officer of Bihar had asked for information about the EPIC number, which we have shared.”
Kishor was a political advisor to Trinamool Congress in the assembly elections held in West Bengal in the year 2021. In case of change in address, the voter has to fill Form 8 and give consent to register the name at the new place and remove it from the old address. In the notice issued from Sasaram, the district headquarters of Rohtas, cognizance was taken of the news of an English daily, in which the discrepancy in the case of Kishore was highlighted.
Citing Section 31 of the Representation of the People Act in the notice, it was said that being registered as a voter at more than one place is a punishable offence, for which there is a provision of imprisonment up to one year, fine or both.

Kishore told reporters during the election campaign in Araria, ‘I am a voter of Karghar since 2019. During my two-year stay in Kolkata, I became a voter there also. During SIR in Bihar, the Commission had claimed that the voter list was pure. Then why was my name not removed from one place? Without naming the Bharatiya Janata Party (BJP), he said, ‘The Election Commission should not try to intimidate me through its notice. Not even BJP, whose leaders are scared after my revelations. The party is in power both at the Center and in Bihar. If he has any tricks then try them.
JDU And BJP accused Prashant Kishore
Meanwhile, Janata Dal United (JDU) leader Neeraj Kumar said, ‘It is surprising that despite having all the bases in Delhi and being of Bihar origin, he (Prashant Kishore) registered his name as a voter in West Bengal. Is it mandatory to become a voter of the concerned state to become an election strategist? He alleged that Kishor might have tried to make an agreement with Mamata Banerjee that after the victory in 2021, he would be sent to the Rajya Sabha, for which it is necessary to be a resident of the concerned state.
Whereas BJP called it a serious crime and demanded immediate strict investigation and said that Kishor is among those who trample democracy in their hunger for power.
RJD Called Bihar SIR a sham
Rashtriya Janata Dal (RJD) spokesperson Mrityunjay Tiwari said, ‘This entire matter proves that SIR in Bihar was just a sham. Many cases of names of NDA leaders being registered at more than one place have also come to light. Now Prashant Kishore has also joined this list, whom we suspect of working behind the scenes for BJP. The teenagers should come forward and give clarification.
