The Municipal Corporation of Delhi (MCD) has made preparations to completely change the method of garbage collection in the city. If everything goes as per plan, then the system of garbage collection will be implemented in all the wards of the capital except on one day.
According to the new outline, wet waste will be collected from homes four days a week i.e. Monday, Wednesday, Friday and Sunday. Whereas dry waste will be collected in the remaining days. The purpose of this change is to strengthen the habit of separating waste at the household level so that processing can be easier.
New solid waste rules will come into effect from April 1
This step is being taken in line with the recently notified Solid Waste Management Rules, 2026, which will replace the 2016 rules. Under the new provisions, it will be mandatory to separate waste into four categories – wet, dry, sanitary and special care. These rules will be implemented equally in both urban and rural areas.
Strategic meeting held at corporation headquarters
According to corporation officials, detailed bylaws are yet to be issued, but consensus has been reached on implementing key points. In this regard, a long review meeting was held with zonal deputy commissioners and other concerned parties under the chairmanship of Commissioner Sanjeev Khirwar on 7 February, in which the implementation outline was discussed.
Will start with pilot project
Instead of implementing changes in the entire city, a pilot project will be started in selected wards first. Based on local assessment, the Deputy Commissioner will make a phased plan and after successful results, it will be extended to other wards.
Separate action plan will be made at ward level
The Municipal Corporation will prepare a separate strategy for each ward so that the target of 100 percent door-to-door collection can be achieved. Through this model, reforms will first be implemented in limited areas and reviewed and then implemented in other areas in phases.
Efforts to reduce pressure on dumping site
The circular also clarifies that the segregated waste will be transported to centralized and decentralized processing units so that the burden on the existing dump sites is reduced. Also, new places will be identified where processing facilities can be developed in future.
Nodal officer deployed in every ward
A nodal officer will be appointed in each ward who will monitor waste segregation, door-to-door collection and ensure adherence to rules by large waste producers. This officer will also handle the responsibility of promoting zero-waste colonies and local processing units.
Mandatory registration on 311 app
Identification and registration of all bulk waste generators will be ensured through the corporation’s ‘311’ app. Special attention will be kept on establishments like banquet halls, resorts, farmhouses, educational institutions, hotels and motels so that they follow the rules.
Fine for breaking rules, relief for compliance
It has been made clear in the proposal that penalty notices will be issued to those who violate the instructions. Those institutions which follow the rules can be given incentives like exemption in property tax. The corporation believes that this dual strategy of punishment and incentive will play an important role in making the capital clean.
