8th Pay Commission: The year 2026 is going to start from tomorrow and with the new year, the eyes of central employees and pensioners are fixed on the Eighth Pay Commission. This issue has become the most important in the new year for the employees who have been waiting for salary hike for a long time. This is going to have a direct impact on both their salary and pension.

It is believed that the 8th Central Pay Commission may come into effect from January 1, 2026. The recommendations of the commission are likely to come by May 2027. If this is implemented retrospectively considering past tradition, then employees and pensioners are expected to receive arrears from January 2026. Since the period of 7th Pay Commission is ending on 31 December 2025, the new Pay Commission can also be implemented on the same lines.

When will the 8th Pay Commission be effective?

No firm date has been officially given by the Central Government for the implementation of the Eighth Pay Commission. Recently, an indication was received from the government in the Parliament that the date will be given only after the commission’s recommendation.

Recently the 8th Pay Commission has been constituted. It is expected to take some time for its recommendations to be implemented. If the Commission completes its work even within the stipulated time, then there is a possibility of the Eighth Pay Commission being implemented in late 2027 or early 2028.

Information not available from Terms of Reference

The Eighth Pay Commission was announced by the Central Government in January 2025. After this, the terms of reference were approved in October 2025. Information about the date of implementation of the new pay commission was not given in the terms of reference.

Some employee organizations had also written letters to the government on this subject. If the Eighth Pay Commission comes into effect from January 1, 2026, the outstanding amount will be paid to the employees as arrears.

Eighth Pay Commission: After a long wait of about 10 months, the Term of Reference (ToR) of the Eighth Pay Commission was approved in the Union Cabinet meeting chaired by Prime Minister Narendra Modi on Tuesday. This decision has brought great relief to about 50 lakh central employees and 69 lakh pensioners. Earlier, at the beginning of the year, the government had announced the formation of the Eighth Pay Commission and proposed amendments in the salaries and allowances of central employees and pensioners.

The Eighth Pay Commission will be headed by former Supreme Court judge Ranjana Prakash Desai. Along with him, Professor Pulak Ghosh of IIM Bangalore and Pankaj Jain, Secretary, Ministry of Petroleum and Natural Gas have been included as members.

The government has directed the commission to submit its recommendations within 18 months. During this period, the Commission will prepare its report after consulting various stakeholders. Information and Broadcasting Minister Ashwini Vaishnav said that the date of implementation will be decided only after the interim report of the Pay Commission, although it is likely to be effective from January 1, 2026.

What is Term of Reference (ToR)?

The term of reference is actually a framework document of the Pay Commission, in which guidelines and parameters are given for preparing the report. It contains all the terms and conditions on the basis of which the Commission prepares its recommendations.

Its draft is prepared by the Joint Consultative Machinery (JCM), which works under the Finance Ministry. The Union Cabinet gives final approval to the draft. The JCM consists of representatives from several ministries, of which 12 members are selected from the Standing Committee. These members finalize the ToR after discussing it with secretary level officials.

What is the formula for increasing salary – Fitment Factor?

The amount of increase in the salary of the employees completely depends on the fitment factor. This is a coefficient by which the old basic pay is multiplied to arrive at the new basic pay.

For example, the fitment factor in the Seventh Pay Commission was 2.57. That is, if the old basic pay of an employee was Rs 10,000, then the new basic pay became Rs 25,700 (10,000 × 2.57).

Formula:

New Basic Pay = Old Basic Pay × Fitment Factor

How much can the salary increase?

It is believed that in the Eighth Pay Commission, the fitment factor can be fixed between 1.83 to 2.86. If this happens, then it is possible to increase the salaries of central employees by 100 to 180 percent.

The 2.57 fitment factor implemented in the Seventh Pay Commission resulted in a 157 percent increase in pay, increasing the basic pay from Rs 7,000 to Rs 18,000. However, before making the recommendations of the new commission, the government will also consider factors like inflation rate, fiscal deficit and economic situation.

Eighth pay commission: The government has decided to set up the Eighth Pay Commission earlier this year. But according to the Finance Ministry, the notifications for the appointment of its president and its members are still waiting. Giving a written reply in the Lok Sabha, Union Minister of State for Finance Pankaj Chaudhary said that inputs have been sought from major shareholders as well as from the Ministry of Home Affairs, Ministry of Defense and other ministries before issuing notifications for the Eighth Pay Commission.

Waiting for appointment of CPC Chief

On the question of the delay in the formation of the panel in the formation of the panel in January, despite the announcement of the Eighth Pay Commission on behalf of MPs TR Balu and Anand Bhadoria, the new pay scale will be implemented only when the Pay Commission recommends and the government will accept it. However, despite the passing of six months of the announcement of CPC formation, a formal notification is yet to be issued regarding the appointment of the members of its Pay Commission and the chairman of its chairman.

Demand for details of eighth pay commission

After there was no clarity about the formation of the Pay Commission, now the MPs have demanded detailed details about the delay, appointed president and members and its terms of reference. It is worth noting that on behalf of the Finance Ministry, the Terms of Reference (TOR) is being awaited by the Finance Ministry, including the formation of the Chairman of the Pay Commission and its members. So far, neither the Terms of References have been finalized nor notes have been noted about it.

It is worth noting that a pay commission is formed on 10 years to review the salary of central employees and their pension. In view of inflation and other things on behalf of the Commission, it is recommended to increase other facilities including basic-allowance and bonus.
