8th Pay Commission Salary Structure: The Central Government has taken steps towards the 8th Pay Commission. The Finance Ministry has started the process of filling 35 posts for the Commission, which is an indication that the government may soon formalize the structure and works of the Pay Commission. This can benefit 47.85 lakh central employees and 68.62 lakh pensioners across the country.

Appointment will be done for 35 posts for commission

According to the news published on Good Returns, according to a circular issued by the Finance Ministry on 17 April 2025, appointments will be made to 35 posts for the 8th Pay Commission, which will be on deputation basis. The tenure of these officers will be effective from the date of the formation of the Commission to its conclusion.

The circular states that these appointments will be made according to the guidelines of the Department of Personnel and Training (DOPT). The names of eligible officers have been sought from the concerned departments.

What can be the big things of the 8th Pay Commission

According to Cleartax report, some important changes can be seen in the 8th Pay Commission. Among them, the increase in fitment factor is the most prominent. Currently the fitment factor is 2.57, which can be increased to 2.85. This will increase the basic salary of all government employees and pensioners.

Apart from this, the current DA can be merged into the new basic salary, which will make dearness allowances and other allowances will be counted afresh. HRA and TA can also be amended. That is, house rent allowance and travel allowance can be re -determined on the basis of new pay scale. At the same time, the Commission can give special suggestions to increase the pension amount and ensure timely payment.

How much can salary increase?

If the basic salary of a government employee is 50,000 and he is working in Delhi (where HRA is 30 percent), then an estimated calculation can occur as follows.

Basic Pay × Fitment Factor (2.85) = 1,42,500

+ HRA (15,000) = 1,57,500 (Estimated gross salary)

These figures are only for example, the government has not yet released any official calculation.

Can be applicable from 1 January 2026

The last i.e. 7th Pay Commission came into force from 1 January 2016 and according to tradition the Pay Commission is applicable every 10 years. In this sense, the 8th Pay Commission can be effective from January 2026.

8th pay commission fitment factor: The Modi government made a big announcement in January 2024 that after completion of the tenure of the 7th Pay Commission in December 2025, a new i.e. 8th Pay Commission will be set up. As soon as this was confirmed, a question arose among crores of central employees and pensioners across the country, how much salary would increase this time? So far, the government has not announced the names of the Chairman and other members of the 8th Pay Commission, but the discussions are in full swing. Along with this, there is a discussion that what will be the fitment factor and whether DA (dearness allowance) will be merged in the basic pay or not.

How does fitment factor apply?

Now let’s talk about what this fitment factor is. Actually, it is a kind of multiplier, through which a new salary is fixed by multiplying the old basic salary. This factor is decided keeping in mind DA i.e. dearness allowance and current economic conditions. Its aim is that all employees get equal and equitable increase.

Talking about some of the last few pay commissions, it has been seen the trend that before increasing the salary, DA is merged into the basic salary and after that the fitment factor is implemented on that total yoga.

Understand by example

For example, when the 7th Pay Commission came into force in 2016, the employees were getting 125 percent DA. The Commission suggested a fitment factor of 2.57. That is, if the basic salary of an employee was 10,000, then 125 percent DA i.e. 12,500 is added to 22,500. The new salary was fixed at 25,700 by adding a real increase of 14.22 percent on this. That is, fitment factor = 25,700 / 10,000 = 2.57.

A similar pattern was seen in the previous pay commissions. The DA was around 74 per cent at the time of the 5th Pay Commission (1996) and the Fitment Factor 1.86 was kept. The DA was around 115 per cent in the 6 Contract Commission (2006) and the Fitment Benefit was 1.86x, including a concept of grade pay. In the 7th Pay Commission (2016), DA was 125 percent and the Fitment Factor 2.57 was fixed.

Fitment Factor 3.0 should be kept

This makes it clear that every time the Pay Commission is included in the basic pay and creates a complete salary base and then a new salary is fixed by adding one percent increase on it. In view of this trend, it is expected that the 8th Pay Commission will also move forward on this formula.

Currently, it is also under discussion that DA may increase very little for July-December 2025, as the recent inflation rate has seen stability. In such a situation, the staff organizations are expecting that this time the fitment factor should be kept at least 3.0 or more so that the benefit of the actual increment can be given.

Expected from 8th Pay Commission

Overall, the 8th Pay Commission is coming with great hope for crores of employees. If the government repeats the previous traditions and merges the DA in the basic and applies the appropriate fitment factor, then it can bring a big and positive change in the salary. It remains to be seen how much the government meets the expectations of the employees.

8th Pay Commission (8th Pay Commission) Ever since the formation of the formation of the central government has been approved by the central government, there has been a wave of happiness among the government employees. Millions of government employees hope that as soon as the 8th Pay Commission is implemented, their salary will increase significantly.

However, there are some departments which will not come under the 8th Pay Commission. That is, even after the implementation of the 8th Pay Commission, salary will not increase in them. Let us tell you in detail about it. Along with this, they also say how much will be increased in your salary with the implementation of the 8th Pay Commission.

Which employees will not apply to 8th Pay Commission

The 7th Pay Commission is currently in force in the country. This Pay Commission was constituted in the year 2014 and was implemented in the year 2016. Usually a new pay commission is applied every 10 years in India, the country’s first pay commission was set up in 1946. Let us now tell you which government employees will not apply the 8th Pay Commission.

Actually, any employees who are employees of public sector undertaking (PSUs) or an autonomous body or judges of the High Court and Supreme Court are out of the purview of pay commission. That is, the Pay Commission does not apply to these people. The rules are different for their salary and allowances. This is the reason that the 8th Pay Commission will not apply to these people.

How will salary increase in 8th pay commission?

The salary in the 8th Pay Commission will be on the basis of hike fitment factor and allowances. According to reports, the fitment factor in the 8th Pay Commission can be between 1.92 and 2.86. That is, the basic salary of government employees will increase from 18000 to 51000 directly. However, it has not been decided yet what will be the fitment factor in the 8th Pay Commission.

What is a fitment factor?

The fitment factor is a multiplier, which is used to amend the salary and pension of government employees. It is applied to the existing basic salary and new salary is calculated based on it.

Think of this in such a way that the fitment factor has a direct impact on the basic salary of the employees. For example, if the basic salary of an employee is 15,500 and the fitment factor is 2.57, then its total salary will be 15,500 × 2.57 = 39,835.
