Around 1 crore employees and pensioners of the central government across the country are currently waiting for the announcement of the 8th Pay Commission. Through this commission, a big change in their salary, pension and allowances will be decided. But the biggest question is whether this commission will be implemented from January 2026?

Deadline of January 2026 can be missed

According to a report by The Economic Times, the start of the 8th Pay Commission can be postponed from the scheduled time. Actually, the 7th Pay Commission was made in February 2014, but its recommendations were implemented in January 2016. Now even by June 2025, if the Terms of Reference (Tor) of the new Commission means the rights and directions have not been decided, then the possibility of its implementation by January 2026 is very less visible. According to the report, its implementation may probably move by the end of 2026 or by the beginning of 2027.

What changes in salary structure is possible?

In the pay commissions so far, the government has adopted many different ways to fix salary. The 6th Pay Commission started pay-band and grade pay, which made the salary system a little easier. The 7th Pay Commission changed the game again. In this, a 24-level pay matrix was introduced, so that the salary of every level is fixed in a special way. In this, fitment factor 2.57 was kept, which is the mainstay of increase in basic salary.

What is being expected from the 8th Pay Commission?

Although no official information has been revealed by the government yet, the experts believe that the fitment factor can be between 2.5 and 2.8. This will mean that the existing basic pay will be increased by the same ratio. But until the commission is formed, it will be just speculation to say anything.

Employees will have to wait and wait?

In such a situation, when the 8th Pay Commission is not ready till the outline, it seems difficult to implement from January 2026. There has been no concrete update from the government, but the discussion is that the demands of employee organizations and pensioners are constantly reaching the government. Now it will have to be seen when the government takes the next step in this direction.

8th pay commission: The government has taken a big step towards the formation of the 8th Pay Commission. The Department of Expenditure (DOE) of the Finance Ministry has issued two circulars on April 21, through which the process of appointment to 42 posts has started. Apart from the chairman and two other important members, it will also include advisors and other staff. If everything goes on according to the schedule, then by the end of next month, the 8th Pay Commission will start its work.

Who will be the chairman and the chief member?

According to sources on Financial Express, according to a report published, the names of the chairman and two prominent members of the commission have been almost decided. Very soon these appointments will be formally announced. Most of the appointments for the remaining 40 posts will be made through deputation from different government departments.

The 8th panel will be smaller than the 7th Pay Commission

If we look at the old structure, there were a total of 45 members in the 7th Pay Commission. Which included the chairman, 18 people of the secretariat, 16 advisors and 7 other employees.
The 7th Pay Commission was chaired by Justice Ashok Kumar Mathur.

In comparison, the size of the 8th Pay Commission is being kept slightly smaller. Even before this, four members and 17 people were in the secretariat in the 6th Pay Commission (whose chairman Justice BN Sri Krishna was). The interesting thing is that there were only three members in the 5th Pay Commission.

Staff side started preparations

Meanwhile, the staff side of the National Council (JCM) has also started its preparations. In the extended meeting of the Standing Committee on 22 April, important issues like minimum wage, salary structure, fitment factor, allowances, promotion policy and pension benefits were discussed. A drafting committee has also been formed, which will include representatives of major staff federations. These representatives will send their names by 30 April 2025, so that a solid and overall memorandum can be introduced before the 8th Pay Commission.

Last date for sending suggestions

Staff Side Secretary Shiv Gopal Mishra has asked all member organizations through a circular to send their suggestions to both PDF and Word format by 20 May 2025. After extensive deliberations from all organizations, the final memorandum will be prepared.

Formal formation remains from the government

However, the government has not yet announced the formal formation of the 8th Pay Commission or its Terms of Reference (Tor), but the continuous circulars and internal preparations show that the government is moving fast in this direction. It is expected that the Commission will start its functioning in the coming few months.
