<p style="text-align: justify;" data-start="0" data-end="588"><strong>Eighth Pay Commission Updates:</strong> These days, a news is becoming increasingly viral on social media, in which it is being claimed that Central Government pensioners will neither get the benefit of the Eighth Pay Commission nor will they be given the benefit of any increase in Dearness Allowance (DA). After this claim, there was confusion and worry among lakhs of pensioners and employees. However, while clarifying the position on this entire matter, the Central Government has termed all such claims as completely wrong and misleading.</p>
<p style="text-align: justify;" data-start="0" data-end="588">The government has clarified that the facilities of pensioners under the Finance Act 2025 have not been withdrawn nor have any benefits related to the Eighth Pay Commission or DA been abolished.</p>
<p><strong>Will retirement benefits end?</strong></p>
<p style="text-align: justify;" data-start="590" data-end="1206">It has also been said by the government that the amendments made in the pension rules are not intended to affect the general pensioners. These changes apply only to some special and exceptional cases. Press Information Bureau (PIB), while fact-checking these claims circulating on social media, has made it clear that the Central Government has not made any new policy under which retirement benefits of employees should be stopped after retirement.</p>

<p style="text-align: justify;" data-start="590" data-end="1206">PIB&#8217;s Fact Check Unit said through a post on social media platform &#8216;X&#8217; that this message being spread on WhatsApp and other messaging apps is completely fake and has nothing to do with the truth.</p>
<p style="text-align: justify;" data-start="1208" data-end="1783">According to PIB, the amendment made in CCS (Pension) Rules 2021 is related to Rule 37 (29C). Under this amended provision, action can be taken only against those retired employees of PSU (Public Sector Undertaking) who have been removed from service due to serious misconduct or misbehavior. There is a provision to stop retirement benefits only in such cases.</p>
<p><strong>What changes happened?</strong></p>
<p style="text-align: justify;" data-start="1208" data-end="1783">This has nothing to do with ordinary employees or pensioners who have served honestly. Despite this, this rule is being misinterpreted on social media and is being said to be applicable to all pensioners, which is completely misleading.</p>
<p style="text-align: justify;" data-start="1785" data-end="2386" data-is-last-node="" data-is-only-node="">It is noteworthy that recently the formation of the Eighth Pay Commission has been announced. Although it took some time to form its formal committee, its terms of reference have been approved in the cabinet meeting chaired by Prime Minister Narendra Modi last month. The commission has been given 18 months to present its recommendations to the government.</p>

For the last few days, it was being speculated that the government will not increase DA and DR and will merge it with basic pay. Now the government has made its stand clear on this. Contrary to the expectations of many different unions, the government has refused any proposal to merge the existing Dearness Allowance (DA) or Dearness Relief (DR) with basic pay.</p>
<h3 style="text-align: justify;">Why was this demand arising? </h3>
<p style="text-align: justify;">In fact, the employee unions argued that the rate at which DA and DR will be increased is insufficient to control inflation in today&#8217;s time, hence both of them should be merged into the basic pay. This will increase the basic salary and accordingly other allowances like HRA, TA will also be calculated. Overall, the salary of employees will increase more. </p>
<h3 style="text-align: justify;">What was said by the government? </h3>
<p style="text-align: justify;">In a written reply in the Lok Sabha on December 1, 2025, Minister of State for Finance Pankaj Chaudhary said that the government has no proposal to merge the existing DA with basic pay. This answer was given to a question asked by MP Anand Bhadauria, in which he had asked that central employees and pensioners are facing the highest inflation in 30 years, while DA and DR are not matching with real-time retail inflation.</p>
<h3 style="text-align: justify;">DA-DR was increased before Diwali</h3>
<p style="text-align: justify;">This year, after 3 percent increase in Dearness Allowance (DA) and Dearness Relief (DR) before Diwali, now DA for employees and DR for pensioners is 55 percent of their basic salary or pension.</p>
<p style="text-align: justify;">Changes DA/DR twice a year on the basis of All India Consumer Price Index for Industrial Workers (AICPI-IW). First time in January and second time in July. Employees federations were demanding to merge DA with basic pay to reduce the impact of rising inflation.  However, despite these demands, the government seems committed to the existing structure with periodic adjustments rather than a one-time merger.</p>

<p><strong>How much can the salary increase?</strong></p>
<p style="text-align: justify;">Ambit Capital&#8217;s report in July estimated that this time the fitment factor could be between 1.83 to 2.46. For example, if the basic pay of an employee is Rs 18,000, then if the fitment factor is 1.83, his salary will increase to Rs 39,940, whereas at the factor of 2.46, it can increase to Rs 44,280. This indicates that a significant increase in the salary of employees is possible in the next pay commission.</p>
<p style="text-align: justify;">It is noteworthy that the formation of the Eighth Pay Commission was announced at the beginning of this year. But this committee was formally announced with a delay of about ten months. In such a situation, when 18 years time has been given to the Pay Commission to send recommendations, it is difficult to implement it from the beginning of next year. It is more likely that it will be implemented from 2027 and along with the arrears, the money will be given to the employees by adding it to their salary or pension. </p>

<p style="text-align: justify;"><strong>8th Pay Commission: </strong>The 8th Pay Commission was approved by the Union Cabinet in January. A commission was formed in October, which will now have to give its recommendations on the Pay Commission in the next 18 months. However, meanwhile there is a lot of confusion among the people regarding this. There are constant demands for changes in the Terms of Reference (ToR). Amid uncertainties regarding pension revision in the Eighth Pay Commission, an association representing central government employees has written a letter to Prime Minister Narendra Modi urging him to order changes in the ToR for the Eighth Pay Commission so that the revision in pension benefits can be allowed. </p>
<h3>What is the demand of the union? </h3>
<p style="text-align: justify;">Central government employees are also demanding revision of pension and pension related benefits under the 8th Pay Commission and restoration of the Old Pension Scheme (OPS) as well as a comprehensive review of NPS/UPS. The union has demanded from the government the inclusion of autonomous bodies and rural postal employees in the Eighth Pay Commission so that they can get all the benefits related to retirement. Besides, there has also been a demand to give 20% interim relief to the pensioners immediately.</p>
<p style="text-align: justify;">They are also demanding implementation of the recommendations of the 8th Pay Commission from January 1, 2026 because there is an atmosphere of tension among crores of government employees and pensioners regarding this. In fact, recently the Union Cabinet has decided in the ToR who will oversee the recommendations for the 8th CPC, the lack of mention of the timeline in it has become a matter of concern for the employees and pensioners.</p>
<h3>Timeline should be mentioned in ToR</h3>
<p>Confederation of Central Government Employees &#038; Workers has raised the question as to why the timeline for the implementation of the Eighth Pay Commission is not mentioned in the ToR. He says that earlier the recommendations of pay commissions were implemented at a gap of 10-10 years. <br />4th CPC &#8211; 01-01-1986<br />5th CPC &#8211; 01-01-1996<br />6th CPC &#8211; 01-01-2006<br />7th CPC &#8211; 01-01-2016</p>
<p>According to this, the Eighth Pay Commission is to be implemented from January 1, 2026 (01.01.2026). The Workers Union has requested PM Modi to mention this clearly in the ToR so that if there is any confusion among employees and pensioners regarding this, it can be removed. </p>

<p class="article-sub-heading" style="text-align: justify;"><strong> 8th Pay Commission: </strong>The Central Government has approved the Terms of Reference (ToR) for the 8th Pay Commission on 3 November. This is a three-member committee, which will be headed by Justice Ranjana Desai. Since then, the expectations of central employees and pensioners have increased significantly. It is being said that about 69 lakh central pensioners and family pensioners will be kept out of the purview of the Eighth Pay Commission.</p>
<h3 class="article-sub-heading" style="text-align: justify;">Federation appealed to the Finance Minister</h3>
<p class="article-sub-heading" style="text-align: justify;">All India Defense Employees Federation (AIDEF) has raised this issue and has also written a letter to Finance Minister Nirmala Sitharaman regarding this. He says that it is wrong not to include the employees who have retired or are going to retire before the implementation of the new pay commission.  In a letter to the Finance Minister, AIDEF has said that it is unfortunate that people who have served the country for more than three decades are not included in the Terms of Reference (ToR) of the 8th Pay Commission.  According to the Federation, pension revision is the right of pensioners and it is &#8216;injustice&#8217; to keep them away from it. </p>
<p style="text-align: justify;">However, no mention has been made about this in the official notification. The employees whose salary and allowances will be reviewed in the notification are as follows-</p>

<li>Central Government Employees: Industrial and Non-Industrial</li>

<li>Employees associated with All India Services</li>
<p>&#13;</p>
<li>Defense forces employees</li>

<li>Officers and employees of Indian Audit and Accounts Department</li>
<p>&#13;</p>
<li>Members of regulatory bodies established under Acts of Parliament except RBI</li>
<p>&#13;</p>
<li>Supreme Court officers and employees</li>
<p>&#13;</p>
<li>Officers and employees of the High Court whose salary expenses are borne by the Union Territories</li>
<p>&#13;</p>
<li>Judicial officers of subordinate courts of Union Territories</li>
<p>&#13;

<p class="article-sub-heading" style="text-align: justify;">The union says that the Terms of Reference of the 8th Pay Commission is different from the 7th Pay Commission. There is a provision for amendment in pension in the 7th Pay Commission, but it has been removed from the 8th Pay Commission. In such a situation, it is natural for retired employees to be angry. However, nothing can be said on this at present. It will take about 18 months for the 8th Pay Commission to prepare its report. Only after this it will be decided what will be the pay structure of employees and pensioners, how much will the pension or salary increase, whether pensioners will get benefits or not etc. <strong><br /></strong></p>

<p style="text-align: justify;"><strong>Eighth Pay Commission: </strong>After a long wait of about 10 months, the Term of Reference (ToR) of the Eighth Pay Commission was approved in the Union Cabinet meeting chaired by Prime Minister Narendra Modi on Tuesday. This decision has brought great relief to about 50 lakh central employees and 69 lakh pensioners. Earlier, at the beginning of the year, the government had announced the formation of the Eighth Pay Commission and proposed amendments in the salaries and allowances of central employees and pensioners.</p>
<p style="text-align: justify;">The Eighth Pay Commission will be headed by former Supreme Court judge Ranjana Prakash Desai. Along with him, Professor Pulak Ghosh of IIM Bangalore and Pankaj Jain, Secretary, Ministry of Petroleum and Natural Gas have been included as members.</p>
<p style="text-align: justify;">The government has directed the commission to submit its recommendations within 18 months. During this period, the Commission will prepare its report after consulting various stakeholders. Information and Broadcasting Minister Ashwini Vaishnav said that the date of implementation will be decided only after the interim report of the Pay Commission, although it is likely to be effective from January 1, 2026.</p>
<p style="text-align: justify;"><span style="color: #e03e2d;"><strong>What is Term of Reference (ToR)?</strong></span></p>
<p style="text-align: justify;">The term of reference is actually a framework document of the Pay Commission, in which guidelines and parameters are given for preparing the report. It contains all the terms and conditions on the basis of which the Commission prepares its recommendations.</p>
<p style="text-align: justify;">Its draft is prepared by the Joint Consultative Machinery (JCM), which works under the Finance Ministry. The Union Cabinet gives final approval to the draft. The JCM consists of representatives from several ministries, of which 12 members are selected from the Standing Committee. These members finalize the ToR after discussing it with secretary level officials.</p>
<p style="text-align: justify;"><span style="color: #e03e2d;"><strong>What is the formula for increasing salary – Fitment Factor?</strong></span></p>
<p style="text-align: justify;">The amount of increase in the salary of the employees completely depends on the fitment factor. This is a coefficient by which the old basic pay is multiplied to arrive at the new basic pay.</p>
<p style="text-align: justify;">For example, the fitment factor in the Seventh Pay Commission was 2.57. That is, if the old basic pay of an employee was Rs 10,000, then the new basic pay became Rs 25,700 (10,000 × 2.57).</p>
<p style="text-align: justify;"><strong>Formula:</strong></p>
<p style="text-align: justify;">New Basic Pay = Old Basic Pay × Fitment Factor</p>
<p style="text-align: justify;"><span style="color: #e03e2d;"><strong>How much can the salary increase?</strong></span></p>
<p style="text-align: justify;">It is believed that in the Eighth Pay Commission, the fitment factor can be fixed between 1.83 to 2.86. If this happens, then it is possible to increase the salaries of central employees by 100 to 180 percent.</p>
<p style="text-align: justify;">The 2.57 fitment factor implemented in the Seventh Pay Commission resulted in a 157 percent increase in pay, increasing the basic pay from Rs 7,000 to Rs 18,000. However, before making the recommendations of the new commission, the government will also consider factors like inflation rate, fiscal deficit and economic situation.</p>

<p style="text-align: justify;"><strong>8th pay commission update:</strong> The 8th pay commission has been announced by the central government. The central employees and pensioners are waiting for. However, the process of commission formation is very slow. Due to which central employees and pensioners may have to wait long. So far, the Term of References of the Commission have not been decided. In the TOR, it is known that on which issues the Commission will work. Which includes information about pension, allowance and salary changes. The 8th Pay Commission was announced on 16 January 2025 under the chairmanship of Prime Minister Narendra Modi. However, not much work has been done on this subject yet. </p>
<p style="text-align: justify;"><strong>How long will the new pay system take to implement?</strong></p>
<p style="text-align: justify;">The new pay system may take 2 to 3 years to implement. However, there is no official information about how long these changes will happen. As it was during the 7th Pay Commission, it seems that the salary increase will take 2-3 years. For example, the 7th Pay Commission was formed in February 2014. The Commission submitted its report to the government in November 2015, after which the 7th increment was implemented in 2016. If we follow this parton too, then the increment can be expected by 2027. </p>
