In a letter to the Finance Minister, AIDEF has said that it is unfortunate that people who have served the country for more than three decades are not included in the Terms of Reference (ToR) of the 8th Pay Commission.  According to the Federation, pension revision is the right of pensioners and it is &#8216;injustice&#8217; to keep them away from it. </p>
<p style="text-align: justify;">However, no mention has been made about this in the official notification. The employees whose salary and allowances will be reviewed in the notification are as follows-</p>

<li>Employees associated with All India Services</li>
<p>&#13;</p>
<li>Defense forces employees</li>
<p>&#13;</p>
<li>employees of union territories</li>
<p>&#13;</p>
<li>Officers and employees of Indian Audit and Accounts Department</li>
<p>&#13;</p>
<li>Members of regulatory bodies established under Acts of Parliament except RBI</li>
<p>&#13;</p>
<li>Supreme Court officers and employees</li>
<p>&#13;</p>
<li>Officers and employees of the High Court whose salary expenses are borne by the Union Territories</li>
<p>&#13;</p>
<li>Judicial officers of subordinate courts of Union Territories</li>
<p>&#13;

<h3 class="article-sub-heading" style="text-align: justify;"><strong>just wait a little more</strong></h3>
<p class="article-sub-heading" style="text-align: justify;">The union says that the Terms of Reference of the 8th Pay Commission is different from the 7th Pay Commission. There is a provision for amendment in pension in the 7th Pay Commission, but it has been removed from the 8th Pay Commission. In such a situation, it is natural for retired employees to be angry. However, nothing can be said on this at present. It will take about 18 months for the 8th Pay Commission to prepare its report. Only after this it will be decided what will be the pay structure of employees and pensioners, how much will the pension or salary increase, whether pensioners will get benefits or not etc. <strong><br /></strong></p>

<p style="text-align: justify;"><strong>8th pay commission update:</strong> The 8th pay commission has been announced by the central government. The central employees and pensioners are waiting for. However, the process of commission formation is very slow. Due to which central employees and pensioners may have to wait long. So far, the Term of References of the Commission have not been decided. In the TOR, it is known that on which issues the Commission will work. Which includes information about pension, allowance and salary changes. The 8th Pay Commission was announced on 16 January 2025 under the chairmanship of Prime Minister Narendra Modi. However, not much work has been done on this subject yet. </p>
<p style="text-align: justify;"><strong>How long will the new pay system take to implement?</strong></p>
<p style="text-align: justify;">The new pay system may take 2 to 3 years to implement. However, there is no official information about how long these changes will happen. As it was during the 7th Pay Commission, it seems that the salary increase will take 2-3 years. For example, the 7th Pay Commission was formed in February 2014. The Commission submitted its report to the government in November 2015, after which the 7th increment was implemented in 2016. If we follow this parton too, then the increment can be expected by 2027. </p>
<p style="text-align: justify;"><strong>Employees will not suffer loss</strong> </p>
<p style="text-align: justify;">Even if it takes time to implement the 8th Pay Commission by the government, the employees will not be harmed. The government will pay money to its employees as arrears (dues). For example, the government had paid the delay during the 7th Pay Commission. <p style="text-align: justify;"><strong>8th pay commission: </strong>Prime Minister Narendra Modi approved the formation of the 8th Pay Commission in January 2025. It is likely to be implemented from 1 January 2026. However, given the delay in its process, experts estimate that it can be avoided till 2028 as neither the chairman has been appointed nor the members have been selected for the Commission. Whereas millions of central government employees and pensioners across the country are eagerly waiting for it. </p>
<h3 style="text-align: justify;">Will bank employees get the benefit of 8th pay commission? </h3>
<p style="text-align: justify;">The 8th Pay Commission will only apply to the employees of the Central Government. On its implementation, salary of employees of all departments working under the Central Government will increase. Also, the pension of retired personnel will also increase. However, bank employees will not come under the purview of the 8th Pay Commission because their salary is amended under the agreement with the Indian Banks Association (IBA) and not through the Pay Commission. This means that government bank employees will not get the benefit of 8th pay commission, their salary will not increase. </p>
<h3 style="text-align: justify;">Government cleaning on delay on formation of commission </h3>
<p style="text-align: justify;">Answering a question in the Rajya Sabha on August 12, Minister of State for Finance Pankaj Chaudhary said that the notification of the 8th Pay Commission is still pending as suggestions are being taken from different stakeholders regarding the Terms of Reference of the Commission. Suggestions have been sought from major stakeholders including the Ministry of Defense, Ministry of Home Affairs, Personnel and Training Department and States. Here, media reports are claiming that terms of references can be released this month, so discussions about the Eighth Pay Commission have intensified again. </p>

According to the report of Financial Express, Pankaj Chaudhary, Minister of State in the Finance Ministry, said in a written reply in the Rajya Sabha that the government has received inputs from various stakeholders and official notification will be announced in &#8216;fair time&#8217;. </p>
<h3 style="text-align: justify;">When will the appointment of members be appointed? </h3>
<p style="text-align: justify;">He informed that the Eighth Pay Commission will submit its recommendations within the scheduled time limit, whose information will be given at the right time. Please tell that the Modi government announced the Eighth Pay Commission on 16 January. Although it has now been more than six months, but so far no official announcement has been made regarding the appointment of Chairman and members of the new Pay Commission. Whereas on December 31, 2025, the ten -year term of the Seventh Pay Commission is to be completed and the tenure of this commission is going to start from January 1, 2026.  </p>
<h3 style="text-align: justify;">Employees and pensioners started increasing tension</h3>
<p style="text-align: justify;">Usually, the government forms a pay commission to review the salary of its employees every 10 years and to revise it. Here, more than six months have passed since the Center&#8217;s announcement of the formation of the 8th Central Pay Commission (CPC), but the talk has not been made at the ground level yet. The commission came into effect from 1 January 2016. After its implementation, there was a improvement in millions of employees, pensioners&#8217; salary, pension and allowances. Now according to the 10 -year bicycle, the 8th Pay Commission is to be implemented in 2024–25. </p>

<p style="text-align: justify;"><strong>Da hike in July 2025:</strong> It is being said that a big gift can be given to government employees and pensioners before Rakshabandhan on behalf of the central government. The government can increase their dearness allowance &#8211; DA. The last time the central government had increased the DA by two percent in March this year, after which DA increased to 55 percent. </p>
<p style="text-align: justify;">The government revise the dearness allowance at an interval of every six months, these are two months- January and July. After the approval of the Union Cabinet, this allowance is implemented. But, do you know on what basis the government decides to increase the DA of central personnel? <p style="text-align: justify;"><strong>How is DA decided?</strong></p>
<p style="text-align: justify;">Actually, dearness allowance CPI-IW (Consumer Price Index for Industrial Workers) is based on the Consumer Price Index for industrial workers. This index is based on the prices of everyday things &#8211; like clothes, food items, fuel etc. Dearness allowance is made on a particular formula, which is based on the CPI (Consumer Price Index) issued by the Labor Bureau of the Ministry of Labor.</p>
<p style="text-align: justify;">The government takes out its average by taking CPI-IW data for the last 12 months and then decides the DA from the formula of the Seventh Pay Commission. It can be understood that the CPI-IW average has been 143.3 in July 2025. That is, according to the current base year, the data that comes updated is calculated as expensive.</p>
<p style="text-align: justify;"><strong>What is the calculation formula?</strong><br />The government takes out its average by taking CPI-IW data for the last 12 months and then decides the DA from the formula of the Seventh Pay Commission.</p>
<p style="text-align: justify;">DA (%) = [(AICPI &#8211; 115.76) ÷ 115.76] × 100</p>
<p style="text-align: justify;">AICPI = 12 months CPI-IW average (based on 2016 base year = 100)<br />115.76 = This is Aadhaar average (CPI value of January 2016)</p>
<p style="text-align: justify;">For example-</p>
<p style="text-align: justify;">Suppose the average CPI-IW = 139.10 of 12 months is, then da = [(139.10 &#8211; 115.76) ÷ 115.76] × 100  <br />   = (23.34 ÷ 115.76) × 100  <br />  = 20.16%</p>
<p style="text-align: justify;">That is, dearness allowance will be equal to about 20 percent.</p>
<p style="text-align: justify;"><strong>How much can DA increase this time?</strong></p>
<p style="text-align: justify;">If the CPI-IW averaged by July 2025 is around 143.3, then the increase of 3 to 4 percent in DA is considered possible. In such a situation, DA can increase from 55% to 58-59%, which will be a relief news for millions of central employees and pensioners.</p>
