When can the commission’s recommendations be implemented?

If we look at the activities of the last one year, the government had announced the formation of the Eighth Pay Commission on January 15, 2025. However, after this the process could not progress for a long time. About 10 months later, on 28 October, its official gazette notification was issued. In which the Commission has been given 18 months time to submit its report.

If we add 18 months from October 2025, the fixed deadline is July 2027. Looking at the current situation, it is believed that central employees and pensioners are expected to get the benefit of increased salary between 2027 or early 2028.

What is the reason for this delay?

The Pay Commission has been given 18 months to prepare its report. After the report comes, it takes about 6 more months for the recommendations to be considered and approved by the cabinet. That means it takes about two years to complete the process.

What happened regarding the 8th Pay Commission in 2025?

In the year 2025, the government took some important decisions regarding the 8th Pay Commission. First of all, it was decided that a new pay commission would be constituted to review the salary, pension and allowances of central government employees and pensioners. After this, the government formally constituted the 8th Pay Commission and the appointment of its chairman and other members was also completed. Besides, the Term of Reference (TOR) for the 8th Pay Commission has also been released.

Doubt regarding 8th Pay Commission in 2026

The 10-year tenure of the 7th Pay Commission is coming to an end on 31st December, the last day of the year 2025. However, after this it has not yet been clarified by the Central Government whether the 8th Pay Commission will be implemented from January 1, 2026 or not.

Recently, the government had indicated in the Parliament that the date will be decided when the Commission submits its recommendations. Only 1 day is left for the year 2026 to start. In such a situation, getting a new salary is not certain.

Why is there little hope of the report coming in 2026?

8th Pay Commission: The Central Government has approved the Terms of Reference (ToR) for the 8th Pay Commission on 3 November. This is a three-member committee, which will be headed by Justice Ranjana Desai. Since then, the expectations of central employees and pensioners have increased significantly. It is being said that about 69 lakh central pensioners and family pensioners will be kept out of the purview of the Eighth Pay Commission.

Federation appealed to the Finance Minister

All India Defense Employees Federation (AIDEF) has raised this issue and has also written a letter to Finance Minister Nirmala Sitharaman regarding this. He says that it is wrong not to include the employees who have retired or are going to retire before the implementation of the new pay commission. In a letter to the Finance Minister, AIDEF has said that it is unfortunate that people who have served the country for more than three decades are not included in the Terms of Reference (ToR) of the 8th Pay Commission. According to the Federation, pension revision is the right of pensioners and it is ‘injustice’ to keep them away from it.

The union says that the Terms of Reference of the 8th Pay Commission is different from the 7th Pay Commission. 8th pay commission: More than 1 crore central government employees and pensioners are going to get good news soon. Actually, dearness allowance CPI-IW (Consumer Price Index for Industrial Workers) is based on the Consumer Price Index for industrial workers. This index is based on the prices of everyday things – like clothes, food items, fuel etc. Dearness allowance is made on a particular formula, which is based on the CPI (Consumer Price Index) issued by the Labor Bureau of the Ministry of Labor.

The government takes out its average by taking CPI-IW data for the last 12 months and then decides the DA from the formula of the Seventh Pay Commission. It can be understood that the CPI-IW average has been 143.3 in July 2025. That is, according to the current base year, the data that comes updated is calculated as expensive.

That is, dearness allowance will be equal to about 20 percent.

How much can DA increase this time?

If the CPI-IW averaged by July 2025 is around 143.3, then the increase of 3 to 4 percent in DA is considered possible. In such a situation, DA can increase from 55% to 58-59%, which will be a relief news for millions of central employees and pensioners.
